LEAD TRANSPORTATION ASSISTANT
Summary Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants. Responsibilities The incumbent examines invoices and related documents to validate charges and identify errors, ensuring compliance with established entitlements. They analyze excess cost rebuttals, determining the legitimacy of claims based on regulatory requirements and contractual agreements. Sends written notifications to customers regarding the results of rebuttal actions, including refunds for overpayments to active duty service members. The incumbent is responsible for planning and organizing workloads, adjusting priorities when needed, and making sure all employees have enough work to stay busy. Responsible for insuring new employees complete mandatory training and initial on the job training as needed. Tracks changes to work processes that arise and training subordinate employees on those changes. This position is responsible for responding to inquiries from Congress, the IG, and the White House regarding case information when requested. Requirements Conditions of Employment Qualifications This position requires one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position. Specialized experience: Applying regulations and established methods and practices to enter information related to financial actions (bills of lading, invoices, and travel orders) into an automated system, computing entitlements, and resolving payment discrepancies. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education Substitution of Education for Specialized Experience at the GS-06 grade level requires six months of graduate education that is directly related to the position being filled. Some examples are business administration, accounting, transportation, or actuarial science Additional Information Moving expenses will not be paid. Telework availability will be based upon the mission requirements and supervisory determination. We may use this announcement to make a temporary promotion. For some positions, the temporary promotion may be made permanent without further competition. Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment. A one year probationary or trial period may be required. We may use this announcement to fill additional vacancies within 120 days of the closing date. This position is not exempt from the Fair Labor Standards Act. Travel requirement is occasional. This position is covered by a bargaining unit. Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level.
