We are seeking highly motivated, organized, and professional applicants for a legal assistant/paralegal position with the Water & Natural Resources Division. This position will primarily assist attorneys representing large state agencies requiring a wide range of legal services, including litigation in federal and state court, contested case hearings before the Environmental Quality Council, the promulgation of agency rules, and responding to public records requests. The paralegal hired for this position will be expected to handle a wide array of tasks for multiple attorneys. Responsibilities of this position are those typical of a legal assistant/paralegal, including legal research, drafting and editing legal documents and correspondence, maintaining case files and records, and assisting with discovery. Other responsibilities include assistance with case development, investigation, client contact, and assisting attorneys at trial. The paralegal hired for this challenging position will be expected to handle a wide array of tasks for multiple attorneys with strict internal and external deadlines. The State of Wyoming’s total compensation package is excellent and includes: + Paid annual and sick leave + Paid holidays + Retirement with employer contributions + Deferred Compensation Plan with employer contributions + Health insurance with an employer contribution towards premiums + Insurance options for health, dental, life, vision, ambulance, and short and long term disability + Longevity pay Human Resource Contact: Stacy Berres / 307-777-7130 /stacy.berres@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level. + Assist attorneys in preparing for hearings, meetings, and court filing of legal pleadings; draft correspondence, pleadings, and other documents; proofread documents and pleadings; prepare exhibits and attachments; organize and track case documents; provide research and investigative skills using the Internet and Westlaw retrieval of various materials and research to assist the attorneys. + Assist the attorneys at trial by locating and assisting in witness interviews; taking notes during testimony; calling and arranging for witnesses to appear; providing exhibit documents to the attorney for admission; keeping a log of all exhibits admitted/denied; assisting with finding information during the trial in case notes, files, and exhibits; prepare next day's documents and help attorney review for witnesses; keep a notebook of trial notes for attorney's use in preparing closing argument; assist an attorney in preparation of post-trial documents + Maintain information on opinions and rules for the division + Answer and screen telephone calls; schedule conference calls and meetings + Maintain and organize files, calendars, and other reports related to the office; log and maintain mail delivery. Qualifications KNOWLEDGE: + Knowledge of legal procedures and law office workflow. + Knowledge of legal concepts, terminology, principles, and procedures. + Knowledge of the use of legal reference material and legal research. + Knowledge of state and federal court policies and procedures. + Knowledge of government and legislative processes. + Knowledge of Wyoming Statutes and agency mission goals, policies, and procedures. + Knowledge of office organization, methods, standards, and practices. + Knowledge of Word, Excel, Access, and PowerPoint computer programs. + Skill in organization and maintenance of voluminous legal documents. + Skill in reading and analyzing moderately complex legal material, including court cases and opinions. + Skill in legal document preparation and editing; word processing applications on computers. + Skill in working with the public and other legal staff. + Skill in professional, oral, and written communication + Ability to reason logically and analyze situations accurately and recommend an effective course of action. + Ability to prepare reports and summary sheets, and set forth a statement of the facts, applications of the relevant law, and conclusions. + Ability to read and understand statutes, court decisions, legal documents, and similar material. + Ability to work cooperatively with attorneys, support staff, technical staff, and the general public. + Ability to explain the provision of law, procedures, and problems to persons contacted in the office. + Ability to use office equipment, including computers, fax machines, Westlaw, copiers, scanners, and calculators. + Ability to work independently with minimal supervision. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Paralegal/Legal Studies) Experience: 0-2 years of progressive work experience (typically in Paralegal /Legal Studies) with acquired knowledge at the level of a Legal Support Specialist OR Education & Experience Substitution: 3-5 years of progressive work experience (typically in Paralegal /Legal Studies) with acquired knowledge at the level of a Legal Support Specialist OR Certificates, Licenses, Registrations: National Association of Legal Assistants certificate as a CLA or ALS (Certified Legal Assistant) or CP (Certified Paralegal) or National Federation of Paralegal Association PACE Registered Paralegal. Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + This position requires the incumbent to perform desk work.
