The incumbent in this position supervises a crew of Heavy Mobile Equipment Operators 1 and/or 2 to maintain the levees and flood control structures under the jurisdiction of the SLFPA-E. This responsibility also includes the maintenance of adjacent parkways (e.g., along Lakeshore Drive) and parks within subdivisions under the SLFPA-E’s jurisdiction. The incumbent receives general supervision from a Levee Foreman C and exercises close supervision over Heavy Mobile Equipment Operators. Job Concepts Function of Work: To provide supervision, guidance, logistical support, and limited administration to workers engaged in levee maintenance activities. Level of Work: Supervisor. Supervision Received: General from Levee Foreman C or other managerial or administrative personnel of the levee district. Supervision Exercised: Direct over Heavy Mobile Equipment Operator 1 and/or 2, and other lower level personnel engaged in levee maintenance. Location of Work: Levee Districts, Statewide. Job Distinctions: Differs from Levee Foreman A by the responsibility for full supervision of Heavy Mobile Equipment Operator 1 and/or 2 in addition to other lower level personnel. Differs from Levee Foreman C by the absence of supervisory responsibility over other Levee Foremen. Examples of Work 70% Supervises subordinate personnel and directs all of their activities in maintaining, repairing, or modifying levees, and ensures grass cutting and cleaning of system meets levee district standards. Assigns work to Levee Foremen A, Mobile Equipment Operator 1-Heavy, Mobile Equipment Operators 1 & 2, Mobile Equipment Operator Lights and Laborers. Assists the Levee Foreman C with identifying and making repairs noted in quarterly, semi-annual and annual levee inspections. 15% Assists Levee Foreman C in scheduling daily work assignments to subordinate job areas, checking equipment daily, reporting all problems. Evaluates work performance of subordinates. Incumbent may recommend disciplinary action or performance adjustments when appropriate. Provides guidance for the annual PES activities of subordinates. Supervises the preparation of equipment reports and records. Required to keep up with all daily reports. 15% The Foreman B may be required to directly work with certain crews in the field to complete designated construction assignment and all related duties, such as oversee and record herbicide spraying for weed control throughout levee system, roadways, bridges, fences, slurry mix and other areas. The incumbent will perform any and all related duties as required or assigned. NOTE: SLFPA-E is an emergency-oriented agency. Part of the SLFPA-E’s mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard Parish and the east-bank of Orleans Parish from tidal surge, wind-driven water and river flooding. In emergencies during Mississippi River flooding and Hurricane / Tropical Storm events, the incumbent will be on call and must report for duty if so required, remaining on duty in such situations until released from duty by the Appointing Authority.
