The Local Health System Sustainability Project (LHSS) under the USAID Integrated Health Systems IDIQ helps low- and middle-income countries transition to sustainable, self-financed health systems to support access to universal health coverage. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.
Continuing professional development (CPD) is an essential approach for health care providers (HCPs) to improve relevant competencies and is required for continuous quality improvement of health practices for better health services. Jordan developed and published the Health Professional License Renewal Bylaw Number 46 in the Official Gazette in April 2018 and issued instructions in September 2021 for all licensed HCPs in Jordan (approximately 155,000) to complete a required number of CPD hours every five years to renew their practice licenses. Article 5 of the Instructions stipulates that an HCP must submit their application for re-licensure three months minimum before the end of their license period of performance in January 2023.
USAID’s Continuing Professional Development Program (CPDP) is a USAID government-to-government agreement that supports the Government of Jordan’s (GOJ) efforts to improve health care professionals’ (HCPs) competencies to deliver quality health services through the institutionalization of mandatory continuing professional development system (CPD) for professional license renewal. CPDP will assist the Ministry and other stakeholders to activate the Bylaws and the CPD Instructions.
LHSS seeks a qualified Senior Communication Consultant to support the MOH in implementing the CPDP communication component in full collaboration with the Health Communication and Awareness Directorate (HCAD).
The consultant will report to the LHSS Jordan Deputy Chief of Party.
Key Roles and Responsibilities
The Advocacy and Communication Consultant will have the following specific duties and responsibilities:
Provide technical support to the HCAD regarding the development of CPD advocacy information and educational materials: Provide technical support to the HCAD regarding the implementation of the MOH CPD 2nd and 3rd wave of awareness campaign Attend appropriate MOH/marketing agency meetings to provide direct technical support MOH/HCAD in the implementation of the 2nd and 3rd CPD awareness campaign. Work with LHSS communication specialist to problem solve any potential issues implementing the MOH campaign. Provide technical support to ensure adherence to USAID and MOH branding guidelines. Provide the DCOP and the LHSS communication specialist with regular updates on progress made to implement the MOH/HCAD CPD 2nd and 3rd wave of awareness. Provide technical support to the HCAD team to organize the regular meeting of the National CPD Communications Subcommittee in raising awareness across all health cadres, both public and private sectors, about legal and policy requirements for the CPD license renewal and support stakeholders to implement the national CPD outreach program. Provide technical assistance to the communication specialist in the upgrade of Masar website. Provide technical assistance to the HCAD director to develop the post evaluation campaign scope and implementation.
Minimum Qualifications
Bachelor’s degree in communications, marketing or any relevant field; Master degree preferred. Minimum of 10 years of relevant prior experience in similar posts including implementing advocacy and communication activities or campaigns to support large-scale implementation of new laws or policies. Experience working in USAID projects and/or GoJ ministries. MOH health experience preferred Knowledge of Jordan’s social media and communication channels is highly preferred. Advanced English writing/speaking skills and fluency in Arabic required.
