Background

The Fleming Fund Country Grant to Indonesia is supporting the government in implementing the National Antimicrobial Resistance (AMR) Action Plan. The fund supports strategies to monitor and contain AMR and to monitor antimicrobial consumption and use (AMC/U) and improve antimicrobial stewardship (AMS). The Fleming Fund Country Grant Indonesia is being implemented by a consortium led by DAI with partners KIRE, Health Security Partners, Liverpool School of Tropical Medicine and Prevalensi Nusantara. The implementation of the fund adopts a One Health approach supporting activities across the human, terrestrial animal, and aquatic animal sectors. The project seeks to strengthen current surveillance of AMR and AMU/C by working closely with the Ministries of Health, Agriculture and Marine Affairs and Fisheries and provincial counterparts to support capacity development in relation to laboratories and testing, surveillance, and information management and strengthen national, sub-national and institutional AMS programming. The project will also support and seek to engage private sector interests including healthcare providers and animal production industry stakeholders.

 

1. Position Overview

The Liaison Officer will collaborate with other departments and partners in order to achieve programs achievements. As Liaison Officer responsible for managing key Operation function, including handling petty cash, managing the project event from the beginning until payment and reimbursement process, handle for Visa Apply and Permit, strong coordinate and collaborate with partners and vendors.

 

2. Key Responsibilities

·       Serve as event coordinator, set up & organize meetings for DAI with key stakeholders & or with any other agencies or person if so requested, including organizing meeting spaces.

 

·         Builds and maintains mutually beneficial relationships, facilitates communications and coordinates activities with partners, stakeholder, agencies or organizations.

 

·       Maintain detailed & accurate record of meetings including agendas, meeting minutes, follow up / action points. Details of meeting held or cancelled should also be maintained.

 

·       Deliver documents to all the interested parties & similarly receive documents from both external & internal parties.

 

·       Ensure that follow up of document approvals by concerned authority is done timely, consistently & keep supervisors updated as required.

 

·       Assist in preparing program communication correspondences, including formulating related documents/invitations/TORs needed.

 

·       Serve as the primary contact for hotels and meeting hall/venue and ensure payments are made on a timely manner for all actions related to project administration and operations.

 

·       Solicit and collect bids, formulate bid comparison matrices and make recommendations for hotel or meeting venue selection in accordance with DAI policies and procedures.

 

·       Ensure that hotels and venue meeting vendors understand DAI procurement policies, procedures and reporting requirements.

 

·       Coordinate with other Fleming Fund Country Grant to Indonesia’s staff to services in accordance with DAI regulations and policies.

 

·       Work in teams with other Fleming Fund Country Grant to Indonesia’s staff to ensure timely procurement of services and closeout of each activity.

 

·       Maintaining and updating inventory records.

 

·       Ensure reservation for hotels and ticket for programs purpose and timely payment.

 

·       Ensure proper documentation is gathered and filed for financial settlement and other reporting requirements.

 

·       Process and reconcile petty cash accounts.

 

Assist stakeholders navigate organizational protocols and procedure.

Ensure that communication and operations align with relevant policies, regulations and standards.

Other duties consistent with the overall focus of the assignment as assigned by the Deputy Team Leader.

 

3. Key Qualifications

Education:

Bachelor’s degree in Business Administration is an advantage, Economics, or a related field.

Experience:

At least 4 years of experience in Supply Chain management, particularly in office inventory, asset register, procurement flow, visa registration, permit stay for non-resident and good coordinate for housing support.  

At least 6 years of experience in a multi-cultural, international organization.

Experience with project-project DAI is preferable.Strong knowledge of DAI regulation and policy is an advantage.Experience engagement with Government   

 

Skills & Competencies:

The ability to speak, read, and write fluently in English.Strong analytical and managerial skills.Strong knowledge of procurement process.Familiarity with supply chain workflowFamiliarity with TAMIS software is preferable.Excellent interpersonal and communication skills.High attention to detail and accuracy in maintaining documents records and processing reimbursement payment.Ability to manage multiple tasks and prioritize effectively.Proficiency with Microsoft Office (Excel, Word, PowerPoint, Spreadsheet) including SharePoint, Teams and Outlook.

 

Level of Effort/Timeline

Full time position. The employment agreement will start by February 2025 through December 2025 with possibility of an extension. The Liaison Officer will be based in Jakarta, with occasional travel to other parts of Indonesia.

Remuneration and package

Remuneration and package will be commensurate with the candidate’s qualifications and experience, project budget availability, and donor approval.
