Position Responsibilities:
The License and Applications Supervisor performs duties related to regulating all forms of legalized gambling in the state including lottery, tribal casinos, pari-mutuel, sports wagering, and on-line gaming and the supervisory personnel, managers, and directors of companies doing business with gaming providers, for both initial licensing, as well as license renewal. This position also Supervises a staff of lower level professional and non-professional technicians, clerks or field personnel
About Us:
The DCP Gaming Division is responsible for regulating legal gambling programs in Connecticut, which is comprised of casinos, lottery, off-track betting, sports wagering, online gaming, and fantasy contests. This is accomplished through a rigorous program of game and system approvals, licensing, inspections, monitoring, audits, and investigations which are conducted to best safeguard consumer interest and integrity of the gaming process.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for coordinating and supervising the processing of applications from and licensing of a regulated business or industry.
EXAMPLES OF DUTIES
+ Supervises review and processing of certificate and permit applications;
+ Reviews prepared studies and analyses of factors and incidents impacting on regulatory responsibility and makes recommendations to implement changes;
+ Coordinates issuance, cancellation and updating of licenses;
+ Responds to inquiries concerning complicated procedures;
+ Handles correspondence;
+ May issue notices of hearings as required by statute;
+ May act as hearings officer and make recommendations as to disposition of applications;
+ May represent agency at informal meetings pertaining to transactions concerning existing licenses;
+ May prepare data for actions taken against licensees;
+ May perform or direct investigations of violations by regulated industry or consumer complaints against licensees;
+ May prepare monthly statistical and other reports;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of
+ licensing statutes and procedures;
+ operations of regulated business or industry;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of technical experience in a regulated industry or licensing environment.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in preparing material for or actively participating in, hearings concerning the regulatory process or analysis of business licenses.
NOTE: For state employees this experience is interpreted at the level of a License and Applications Analyst.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ One (1) year of experience as a License and Applications Specialist with experience in hearings concerning the regulatory process may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
+ Experience in interpreting gaming statutes and regulations in Connecticut.
+ Experience with gaming licensure that encompasses regulatory program planning, development, and evaluation.
+ Experience reviewing background information documents such as criminal background, organizational, financial statements, tax returns, or credit report inquiries.
+ Experience with training employees in the areas of licensing review and issuance.
+ Experience with building new applications, developing workflows, renewal applications and application maintenance in the eLicense system.
