EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Concepts FUNCTION OF WORK: To supervise the issuance, maintenance, or reinstatement of licenses to all eligible and qualified persons regulated by a statewide regulatory Board. OR To supervise the continuing education credentialing for licensees regulated by a statewide regulatory Board. LEVEL OF WORK: Supervisor. SUPERVISION RECEIVED: Direct from Licensing Analyst Director or higher level administrator. SUPERVISION EXERCISED: Direct over Licensing Analysts. May supervise clerical staff. LOCATION OF WORK: Any Louisiana licensing Board. JOB DISTINCTIONS: Differs from Licensing Analyst 3 by the presence of direct supervision. Differs from Licensing Analyst Director by the absence of responsibility for managing a Licensure Division. Examples of Work Responsible for productivity and quality of subordinates work. Evaluates subordinates performance. Determines work assignments, priorities and procedures for subordinates. Resolves technical problems entailing responsibility for counseling subordinates and finding solutions to problems that subordinates are unable to resolve. Resolves complaints for subordinates. Conducts planning sessions and recommends appropriate action. Assigns and distributes extra duties when necessary. Trains entry level staff collectively and on an individual basis, to ensure that policies, procedures, and expectations are understood. Makes recommendations for the revision and creation of rules, regulations, policies and procedures and assists in their implementation. Interprets departmental policies and procedures for staff to ensure consistency with state rules, regulations and guidelines. Attends meetings and/or conferences involving committee and/or Board members to advise relative to licensing and/or continuing education procedures. Serves as liaison to professional advisory groups and/or continuing education coordinators. Assists in a variety of administrative matters by assuming delegated authority in assigned areas. Mediates between the licensing analyst and the applicant on suggested corrective action. Ensures that all licensure division personnel work to full capacity in the issuing of licenses and/or effecting required continuing education in a timely manner in accordance with statues, rules and regulations. Confers with and serves as liaison to other high-level officials in foreign, federal, state and local governments and agencies relative to agency policies. Reviews current and long-range projects. Directs, communicates and assists the licensing or education divisions. This requires constant awareness of the state laws, rules and regulations, as well as working directly with other state agencies, state boards, hospitals, federal agencies, board members and other offices within the department. Maintains constant contact both verbal and written with providers, professionals, other state and local officials and the general public. Assists in the development and completion of application forms; review and process applications to be recommended to the Licensing Analyst Director. Advises and assists other state and local agencies by providing specific data relative to the agency and the public, state officials, physicians, and other allied health professionals. Monitors case development through reviews as directed by agency policy, previous review findings, and quality assurance findings. Issues permanent license numbers. Confers with licensing analysts to ensure that all continuing education information is updated and maintained. Assists in solving procedural and administrative problems. Responds to requests from outside lawyers, congressional representatives, and medical corporations regarding the status of applicants' licensure. Plans, directs, coordinates, implements and evaluates the development of computer programs and adaptations for use in the office to increase the efficiency of data accumulations, compilation and reporting. Assists with reports of compliance with judgments, consent orders and other agreements between the Board and licensees to present to the Board, Executive Director and/or Director of Investigations and Enforcement. Reviews and analyzes information from programs which update physicians and health care professionals new and innovative health care concepts, and to demonstrate for the physicians and health care professionals new technological and therapeutic advancements and informs licensees for same. Recommends methods of verification and documentation of attendance and compliance. Issues verifying documents relative to continuing education. Advises of special needs relative to continuing education. May act as agency representative and/or spokesperson representing the Board at local, state and national meetings, seminars sponsored by health care entities and interagency meetings in absence of the Licensing Director.
