Lifecycle Acquisition support

 Overall Assignment Description:  

·         Provide support to GSR program management office activities.

·         Serves as a SME member of team that provides strategic acquisition and operational engineering and advice alongside the GSR program management office.

 

Duties include:

Specific tasks:

Engineering Support:

Coordinates and accomplishes GSR system-oriented tasks relating to engineering, security, testing, integration, transition, deployment, operations and sustainment. Evaluates program hardware and software architecture. Provides technical oversight and guidance in the development of the GSR capability, focusing on the following: requirements definition, design assessments, test procedure completeness, requirements traceability assessments, and schedule planning. Provides insight and knowledge as to how GSR supports the NGA Mission and provides details of how GSR relates and interfaces with other NGA systems such as NCL, GIMS, GeoNames, Cedalion and the Globe. Collaborates with government PMs, contractors and users to develop technical recommendations related to integration, development, test and deployment of GSR as an enterprise capability.  Develops a User Engagement (UE) Strategy to assist the GSR program management office in user outreach; training; capturing user feedback; deployment to disadvantaged users; transition from legacy system; monitoring user issues; response process for user requests for enhancements and marketing of GSR Application. Performs analysis of end-user customer requirements/capabilities and decompose those into user stories and requirements for use by the GSR application developer. Conducts hands-on evaluations of GSR and related GIS applications to understand and influence user workflows, enhance user experience, evaluate user authentication/authorization approach, evaluate system performance, and perform capability assessments. Assesses contractor design against program requirements and contractual requirements. Works with GSR Contractors to guide and support the complete product lifecycle including requirements definition; design; prototype; test; integration; deployment; and operational support. Support the government for the GSR contractor’s test events (FAT, SAT). Provides support to GSR-related NGA/TACA IV&V activities as liaison for NGA/A. Ensures that the GSR contractor’s detailed design for the system is consistent with NGA’s stated objectives (SOA, based on OGC services). Provides consult on requirements gap analysis between NGA legacy/heritage systems targeted for retirement and new COTS-based replacement systems. Provides guidance and assistance in the analysis and understanding of end-user requirements/capabilities and decomposing those into the requisite tiers of program documentation (SRD, SRS, ATP). Reviews and tests GSR Security Requirements. Provide customer with user metrics. Participates in the conduct of and witnessing of acceptance test procedures. Support the PMO efforts to observe and collect on-site user experiences and the translation of those observations into user stories, GSR features and incidents reports of bugs and defects.

 

Coordination, Meetings and Program Management Support:

Coordinates, participates and makes recommendations on behalf of PM in planning and technical exchanges between prime contractor, segments, projects and customers. Monitors and coordinates program resource allocations. Consults with GSR program management office on technical, program management and contractual matters and provide strategic acquisition and operational advice to the GSR program management office. Prepares contractor SOW for both Integration and Development contractors for follow on contracts to the GSR. Prepares and evaluates program SOPs for CM boards, Program review boards and team workflows. Supports UE sessions at NGA facilities, COCOM sites, and via IC Connect & DCO. Support UE team with presentation materials, technical exchange, capturing actions for resolution by the program and project teams. Interfaces with users across the IC, supporting CONOPS, Connectivity, data discovery, and user access across the three security domains of the NSG enterprise. Coordinates activities and schedule between Programs and related projects. Tracks, evaluates, consults on program and enterprise action items from program reviews. Participates in reviews of other NGA programs as related to GSR. Reviews, analyzes and comments on specific NGA enterprise RFCs. Ensures security processes and procedures are followed by the GSR Contractor. Provides GSR program liaison support to dependent or interfacing NGA segments, projects, and programs; specifically, in the area of EITs and IT activities.

 

Skills and Experience:

Required:

Must have a minimum TS/SCI clearance, CI poly preferred Minimum twelve (12) years of overall experience and eight (8) years of specialized experience
B.S. degree, or higher, in Geography or a related field. Demonstrated experience designing, engineering, developing, certifying, and deploying geospatial intelligence systems.

 

Desired:

Familiar with Systems Engineering, Acquisition, Property Management, Security Engineering, and testing processes Understand the geospatial intelligence mission and its contributions to the IC.
