Job Overview:
The International Rescue Committee (IRC) is implementing a program titled "Improving Food Security and Climate Resilience in Disaster-Affected Households and Communities" in the Amhara and Oromia Regions of Ethiopia. This project, funded by a multi-donor grant from the Swedish Embassy, the Norwegian Embassy, and other potential donors, is led by a consortium comprising Action Against Hunger (ACF), the Danish Refugee Council (DRC), the IRC, and other local partners. The project aims to enhance food security and climate resilience among disaster-affected communities and households in targeted woredas through integrated interventions addressing both immediate needs and long-term sustainability. The main objective of the Economic Recovery and Market Systems (ERMS) is to increase access to food, and disposable income and facilitate livelihood protection and early recovery for drought and flood-affected households.
Major Responsibilities:
Key Areas of Accountability
+ With support from the IRC Economic recovery development unit, the ERD program manager shall: Represent the field office with partners, government officials, UN agencies, Donors, and other NGO staff at field base level as appropriate.
+ Represents IRC to relevant partners at the project staff
+ Leads the implementation of project activities with internal staff, line offices, the donor and the community, and partners through capacity sharing, and project reporting.
+ Budget management: follow up and coordinate the project plan versus accomplishment.
+ The program requires technical knowledge and experience in resilience and livelihoods program.
Program Management & Quality Assurance:
+ Ensure the effective operationalization of IRC’s livelihood and economic recovery programs, aligning program priorities and standards with context-specific needs, gaps, and emerging challenges on the ground.
+ Oversee the implementation of livelihood programs in the intervention area ensuring alignment with IRC’s strategic objectives. - Manage the project (s) interventions and follow technical standards for implementation of cash and voucher assistance, cash for work, food security, climate-resilient livelihoods, workforce development, financial inclusion, and market systems development.
+ Ensure program quality through monitoring, evaluation, learning, and adaptive management, adhering to IRC’s frameworks and sectoral standards. - Develop and implement work plans, ensuring projects meet targets, budgets, and donor compliance. - Ensure safeguarding policy is understood and followed in the delivery program.
Leadership & Integration in Recovery and Resilience Programming:
+ Technical Guidance & Capacity Building: Provide guidance and training on climate-smart livelihoods, natural resource management, peacebuilding, and community engagement to partners, communities, and staff.
+ Market Systems & Climate Resilience: Support IRC teams and partners with market systems development, climate resilience strategies, and inclusive workforce initiatives.
+ Innovation & Collaboration: Foster a culture of innovation, collaboration, and continuous learning within the livelihoods team and partners and represent IRC in coordination activities, including clusters and livelihood working group meetings.
+ Program Integration: Integrate livelihoods programming with Health, Protection, Women’s Protection and Empowerment (WPE), and Education initiatives.
+ Inclusive Program Delivery: Ensure programs address the needs of children, youth, and people with disabilities (PWD).
+ Gender & Community Needs: Address community needs and gender issues, promoting full participation of women and fostering peace.
+ Reporting & Analysis: Provide strong narrative reporting, financial accounting, and clear context analysis in donor and internal reports.

Qualifications
Job Requirements:
Educational Requirements:
+ BA/BSc or MA/MSc degree in Social Science fields, International Development, Agriculture, Economics, Disaster risk management or related relevant field of studies
Preferred experience & skills:
+ 4 years of proven experience with the first degree and 3 years for the master’s degree.
+ At least 1 year of managerial experience.
+ NGO experience is a plus.
+ Proven leadership skills and Project management experience
+ Proposal and report writing skills.
+ Effective communication internally and externally towards government and NGOs, donors.
+ Leadership capacity in the management of field teams: Team building, ability to develop a common vision, maintain morale, and acceptable behavior at base level. Capacity to
+ Substantive knowledge and experience of sustainable livelihoods and resilience programs management.
+ Proven track record of effective management: planning, monitoring, budget oversight, logistics, and leadership, particularly in unstable environments.
+ Demonstrated experience in integrating gender, protection, and diversity into emergency response programs.
+ Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
+ Strong analytic problem-solving skills
+ Ability to work both independently and in a dynamic, cross-functional global team structure.
+ Highly proficient in the Microsoft Office suite
+ Demonstrated ability to work effectively with stakeholders at all levels.
+ The ability to manage and work through change in a proactive and positive manner.
Language Skills: Proficient in spoken and written English and knowledge of local language is advantageous.
