Responsibilities This series covers positions managing, supervising, leading, and/or performing administrative and management work. Vacancies filled under this public notice may have varying levels of promotion potential and supervisory level, if any. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule. As a Loan Specialist (Commercial) you may: Collects and reviews information for supervisors, including financial statements, covenant compliance, collateral, and news reports, and information gathered from site visits. Analyzes corporate finance structures such as asset- based, or limited recourse project finance transactions to make sound financial decisions and recommendations. Participates on teams, addressing the technical, legal-economic, and financial feasibility aspects of a transaction. Reviews all post-issue requests from borrowers and lenders for amendments to loan terms, waivers, extensions, payment deferments, and other modifications related to operative loans and guarantees. Utilizes expertise with project and corporate finance to evaluate the viability of a borrower, or guarantor in a federal or commercial loan portfolio. Monitor borrowers or guarantors for warning signs of credit deterioration, and advising supervisors of incidents, occurrences, and trends that warrant special attention. Requirements Conditions of Employment Qualifications You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below. SPECIALIZED EXPERIENCE REQUIREMENTS GS-11:: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience is defined as: Serving on a project finance or commercial infrastructure loan monitoring team and acting as a liaison for loan and/or finance-related administrative reports/requests from external parties, such as project sponsors, borrowers, co-lenders, and Administrative or Collateral Agents; AND Developing and using analytical tools, such as financial models to aggregate data from multiple sources, conduct analytics (e.g., sensitivity analyses) and interpret tool outputs (e.g., assess repayment risk assessment) in support of project finance or commercial infrastructure loans or related activities; AND Monitoring technology or energy-related market/sector developments as they relate to price and demand movements, policy or regulatory changes and structural changes. OR: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. TRANSCRIPTS REQUIRED. OR: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education more than 36 semester hours (54 quarter hours), may be used to combine education and experience. TRANSCRIPTS REQUIRED. SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience is defined as: Monitoring and evaluating the performance of large-scale industrial or infrastructure project finance transactions including those in energy-related markets/sectors, and/or large-scale "corporate" loans for similar transactions; AND Developing and using analytical tools, such as financial models for monitoring financial performance, conducting credit/risk analysis, and preparing project status and credit reports for presentation to management or other stakeholders; AND Recognizing adverse trends in a project or borrower's financial condition through consistent analysis of financial statements, market analysis and other sources and making recommendations to a higher authority in order to mitigate associated risks. NOTE: There is no substitution of education for specialized experience at the GS-12 level.
