Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST, Position Description Number D1232P02 and is part of the PA Deputy Chief of Staff G4, National Guard. 1 or more Position(s) may be hired against this Announcement. SEC+w/CE REQUIRED WITHIN 6 MONTHS DUTY LOCATION Coraopolis, PA Responsibilities As a LOGISTICS MANAGEMENT SPECIALIST, GS-0346-11, you will serve as an advisor to the Supervisory Logistics Management Specialist on all Combat Service Support (CSS) Automated Logistics Information Systems and Programs. Serve as a Systems Administrator for all Automated Logistics Information Systems and Programs and as the technical expert within the state/territory responsible for providing technical and functional guidance for serviced Automated Logistics Information Systems and Programs. Serve as the primary point of contact for Functional Administrators and users of the serviced database(s). Analyze requirements, establishes programs/procedures ensuring effective coordination on CSS automation hardware systems and peripherals pertaining to the receipt, distribution, installation, and life cycle management of devices that are directed to be managed at unit/state level. Serve as the primary point of contact on all CSS automation continuity of operations plan (COOP), development, and execution. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the State Surface Maintenance Office (This includes SASMO) AOC 2: NG employees in the DCSG4 (This includes Combined Support Maintenance Shop - West, Director of Logistics, FMS's 2, 4, 5, 9, 10, 16, 17, 24, 27, 28, 29, and 33, Combined Support Maintenance Shop - East and Unit Training Equipment Site) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED: E1-E9 Supervisor for this position is WO1 Myers *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
