The primary purpose of this position LOGISTICS MANAGEMENT SPECIALIST NH-0346-03 is to direct, develop, implement, or function as part of a logistics management operation for an organization involved in providing logistical support to a new program, fielded system, modification, or replacement program. Responsibilities Serve as a logistics project lead/manager, conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation. Plan, organize, and oversee the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. Participate in special logistics related operation projects and initiatives and performs special assignments. Represent the organization with a variety of installation and functional area organizations. Identifies need for change in organization priorities and takes action to implement. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicant must have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: assisted with directing, developing, implementing or functioning as part of a logistics management operation for an organization involved in providing logistical support to a new program, fielded system, modification or replacement program; aided with a logistics project conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation; aided with the planning, organizing, and overseeing the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Education Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley. This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
