Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST, Position Description Number D2059000 and is part of the PA Command Admin Office, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a Logistics Management Specialist, GS-0346-09, you will develop, implement and evaluate the logistics goals and priorities for the organization. Ensure compliance with the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Provide guidance and management for all decentralized logistic funds. Provide technical guidance and assistance to all organizational logistic personnel pertaining to the accountability of all property assigned to the organization. May be required to represent the National Guard and the unit Commander in the community. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the 28th Infantry Division. AOC 2: Command Admin Office (This includes the State Surgeon Cell, Medical Detachment and Public Affairs Office, Command Admin Office) AOC 3: NG Employees of the Pennsylvania National Guard Military Grades: ENLISTED E1-E8 Supervisor for this position is MAJ Wolfgang *NOTE: Accessioning into this position is contingent upon verification of Confidential Security Clearance GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate at least 24 months experience, education, or training involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities). Experience integrating actions of a variety of specialized support activities in order to meet program goals. Experience interpreting and applying regulations, laws or practices. Experience planning and organizing work assignments. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
