LOGISTICS MANAGEMENT SPECIALIST
Summary This position is part of the Defense Threat Reduction Agency. Responsibilities As a LOGISTICS MANAGEMENT SPECIALIST at the GS-0346-11/12 some of your typical work assignments may include: Plans, coordinates, and acquires all appropriate logistical support and services to stand up and maintain operations at OB-AT operating locations including at DTRA headquarters and detachments to support deployed mission operations in CONUS and overseas. Provides logistics and acquisition support and compliance oversight for deploying teams and for operating locations. Plans, coordinates, and manages assigned fleet of vehicles in accordance with mission requirements and provides necessary reporting. Plans and manages the integrated logistics support (ILS) for OB-AT equipment for all readiness operations performed by several contract or government specialists. Oversees, evaluates, and improves processes for acquisition, stockage, shelf-life, inventory control, quality assurance, safety, and property accountability for CB detection, protection, and decontamination equipment. Plans, programs, coordinates, and updates multi-year financial estimates for OB-AT logistics programs, acquisitions, services, etc. Develops, coordinates, and manages an annual budget of roughly $600K. Manages and executes OB-AT logistical budget actions for assigned areas of responsibility. Monitors and validates expenditures for multiple assigned program lines, ensures obligation rates are within prescribed limits. Provides logistical support required by treaty or operational need at operating locations in the areas of facilities, office space, furnishings and equipment, protective equipment, computer systems, telecommunications, transportation, security, medical, health and safety, utilities, lodging, supplies, and other services. Requirements Conditions of Employment Qualifications You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Experience performing all functions and responsibilities related to warehouse management, to include storage operations, depot-level maintenance, and hazardous materials movement; Experience applying production and transportation management principles, as well as safety practices, HAZMAT procedures and regulations, and other policies, procedures, and regulations pertinent to maintenance, calibration and distribution of all items (HAZMAT and non-HAZMAT), and; Experience applying the Federal Acquisition Regulation and DoD acquisition processes to logistics management duties. OR B. Have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related; ORC. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Experience performing all functions and responsibilities related to warehouse management, to include storage operations, depot-level maintenance, and hazardous materials movement; Experience applying production and transportation management principles, as well as safety practices, HAZMAT procedures and regulations, and other policies, procedures, and regulations pertinent to maintenance, calibration and distribution of all items (HAZMAT and non-HAZMAT); Experience applying the Federal Acquisition Regulation and DoD acquisition processes, and procedural requirements for interrelated logistics disciplines such as logistics planning and programming in inventory management, equipment management, and production management, and; Experience applying inspection and logistical requirements for various mission types and inspected facilities under the Chemical Weapons Convention (CWC). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses. Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process.
