The Logistics Manager reports to the In-Country Manager and is responsible for management and oversight of all logistics functions and services supporting the Philippines. The overall purpose of this position is to ensure that every link in the supply chain is as cost-effective, productive, and efficient as possible. Partners with stakeholders to understand objectives, determine requirements, and monitor and control project budgets, scope, and schedules. Serves as a key customer contact for local activities, establishes milestones, monitors adherence to plans and schedules, identifies problems and obtains solutions, such as allocation of resources. Ensures all Logistics personnel, to include subcontractors, are trained, qualified and certified as needed to perform the requirements of the contract in an efficient, safe and cost-effective manner under the requirements specified in individual sections of the Performance Work Statement (PWS). Responsibilities Major Job Activities: Collaborate in multicultural environments and interact with stake holders to identify and resolve any issues. Track status of material requirements from generation of Material Requirement Lists (MRLs) to delivery to the operations teams in country in support of various maintenance, repairs and overhaul projects. Perform analysis that helps leadership understand business and performance trends. Interpret the results and gain insight to inform stakeholders. Break down problems, analyze data, and drive business insights. Guide cost analysis process by utilizing established policies and procedures; providing trends and forecasts; explaining processes and techniques; recommending actions. Recommend actions by analyzing and interpreting data and making comparative analysis. Provide information to management by assembling and summarizing data; preparing reports; making presentations of findings, analysis, and recommendations. Maintain multiple databases either directly or via support personnel. Manage budgets and review purchase orders and invoices. Requisition and maintain inventories of materials and supplies necessary to meet production demands. Evaluate, prioritize, and balance requirements. Develop, evaluate, and revise logistics policies, procedures, and plans Manage warehouses and warehouse personnel to ensure products are received, stored, and shipped safely and efficiently. Research supply chain issues to identify potential problems and preemptively address them. Stay up to date on the latest innovations in logistics and what competitors are implementing. Review documents such as production schedules, work orders, and staffing tables to determine personnel and material requirements, and material priorities. Record production data, including volume produced, consumption of raw materials, and quality control measures. Performs other duties as assigned. Material & Equipment Directly Used: Logistics tracking software (including Maximo and/or Costpoint) General warehousing equipment including forklifts, pallet jacks, and other material movement and storage machines. Working Environment & Physical Activities: Must be capable of working in both indoor and/or outdoor environmental conditions, including extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Includes some industrial production environment conditions as well. Use of personal protective equipment (PPE) required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies. Qualifications Education: One-year related experience may be substituted for one year of education if degree is required. Bachelor's degree in Business Administration, Supply Chain, Logistics, or Management required. Experience: At least ten (10) years of multi-functional experience in logistics, transportation, warehousing, and support services management. Related supervisory military experience in Supply and Logistics desired. Foreign Military Sales (FMS) and Follow-On Technical Support (FOTS) program experience. Functional, comprehensive working knowledge of the Federal Acquisition Regulation (FAR) and Military supply accountability. Familiarity with logistics tracking software, spreadsheets, word processors and email. Working knowledge of Supply Room operations and inventory management is required. Experience with Costpoint required; and Maximo® Enterprise Asset Management (EAM) System desired. Other Requirements: Must be CAC eligible and/or able to obtain a Common Access Card (CAC). Must be a U.S. Citizen. Current U.S. Passport with a minimum of 1 year prior to expiration and 3 blank pages. A valid Driver’s License is required for this position in the Philippines. Skills & Technology Used: Verbal and written communication skills, attention to detail, problem solving and interpersonal skills. Ability to analyze costs related to manufacturing, labor and materials. Ability to accurately document and record customer/client information. Knowledge of applicable laws and regulations related to shipping and production. Requires intermediate to advanced knowledge and fluency of Microsoft Office (Word, PowerPoint, Outlook, and Excel).
