PURPOSE OF POSITION
Global Fund Grant in Sierra Leone. World Vision International Sierra Leone has been selected as Principal Recipient Two (2) to manage the Global Fund grant in Sierra Leone to fight against HIV/AIDS, Tuberculosis and Malaria (GC7) amounting to USD 126 million.
The Logistics Officer is responsible for ensuring the existence of a well- functioning Procurement unit to support the distribution of HIV/AIDS, Malaria, and Tuberculosis commodities; The Logistics Officer works in close collaboration with the programme, district medical stores, partners and committee representatives within the Global Fund Unit/ Country Office/ Sub-Recipient’s, Government Counterparts and the Procurement Support Team from the World Vision WAR Regional Office to effectively manage the distribution of health and non-health products to the last mile in line with World Vision’s procedures, supporting the timely implementation of World Vision Programs/Projects that will have the greatest impact on process improvement, simplification, standardization, and cost containment, thus ensuring the achievement of the Child Well-Being Outcomes.
Major Activities
Coordinate with the MOH and other partners in the receiving of all health and non-health products at the district medical stores and community levelCoordinate with MOH and other partners in the distribution of health and non-health products from the district to the last mileResponsible for the tracking and receiving of all health and non-health products at the district medical storesWork with MOH and partners at the district level to ensure that all health products are properly stored.Coordinate the transportation and distribution of all health and non-health products from the district to the last mile.Monitor inventory and track the distribution of all health and non-health products from the district to the last mileUnder the supervision of the Procurement Specialist, plan and coordinate with service providers (3PLs) for the timely distribution of health and non-health products.Evaluate and provide quarterly reports on the performance of the third-party logistics (3PLs) in the district process.Provide technical support to the district medical stores on inventory management and warehousing for health and non-health productPrepare a monthly report on goods received and issued as per WVISL standards and send it to the Procurement Specialist.Minimum education, training and experience requirements to qualify for the position:
Requires a Higher/Advanced Diploma in Logistics, Stores Management, and/or Business Administration or equivalent education from a recognized institutionAt least three (3) years of progressive experience, preferably in the health sector or with an international NGO or equivalent or business organizationStrong understanding of logistics principles, practices, and regulations, particularly in the context of last-mile distribution challengesDemonstrated experience managing complex logistics processes and negotiating with suppliers for last-mile delivery.List additional work experience preferred for this position.
Substantive experience working in the INGO sector dealing with multiple donor funds and meeting different donor requirements.Work Environment
