+ Introduction
+ The Long Island Sound Study is a bistate and stakeholder partnership dedicated to protecting and restoring the sound. While there has been significant progress in the restoration and protection of the resources of Long Island Sound, the partnership is taking a hard look at equity in the decision-making processes. Each of these decisions in investments, implementation and protection are derived from a variety of data sources. As a partner of the Long Island Sound Study DEEP is seeking to build connections with communities and improve access to these decisions and the data that feeds these decisions. DEEP is seeking bi/multi-lingual staff to build capacity, communications and create meaningful connections and access to the Long Island Sound resources.
+ One of the specific data points that DEEP seeks to support through this program is the annual survey of the public who fish along CT’s coastline with DEEP’s Marine Fisheries Program (MFP). The survey includes questions such as quantities of kept and released fish, their associated length/weight measurements and other information about that fishing trip. The survey is voluntary and requires good communication with potential responders. The survey data is used to determine recreational harvest of marine fish species, which is critical for stock assessment purposes and ultimately for managing the marine fishery for the public.
+ The survey is provided in English, and the MFP is extending the program to include language support for non-English speakers. This language support is intended to create more equitable representation in the angler survey and thereby enable more equitable representation in the management decisions that are based on this data and build a genuine connection with non-English speaking angler communities of Connecticut. The language support team will be provided the same training as survey technicians and provided all the necessary identifying clothing and materials to perform the job duties. The language support staff should be able to effectively engage with the public but are not required to have previous experience related to angler surveys.
Location
+ Employees would be expected to drive to Old Lyme each workday whether for office work or field work. Field work ranges from Greenwich, CT to Stonington, CT. State vehicles (if available) are used for field work.
Position Highlights
+ The work week is based on 35 hours with working weekends and holidays required since most fishing effort occurs during those days (days off are during the week but the work schedule is extremely flexible). Field work may occur between the hours of 6am to 9pm.
+ Anticipated start date is June 1; Anticipated duration is 1,040 hours; non-contractual.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection, as a limited duration employee, performs one or more of a variety of tasks and assigned duties of a seasonal nature.
EXAMPLES OF DUTIES
DEEP is seeking a candidate to fill a six-month seasonal resource assistant position. Job duties include interacting with the public, translating interviews and marine recreational fishing regulations in Spanish and Mandarin from shore, boat launches, at marinas, and also on party/charter boats at sea. The job duties may also include written translations of introductory and supporting materials for the surveys, as well as creation of multilingual outreach materials. Applicants must possess a valid driver’s license, be highly responsible, and make decisions independently.
KNOWLEDGE, SKILL AND ABILITY
Ability to follow instructions.
PREFERRED QUALIFICATIONS
+ Preferred applicants will be able to work full-time for the full six months and have related experience or training.
+ Bi-lingual/multi-lingual with focus in languages that occur in Connecticut’s coastal populations (Mandarin and Spanish).
+ Established rapport with a community along the coast with connection to fishing.
+ Experience in customer service and working independently and in a team setting.
+ Experience in oral and written communication.
+ Experience in creating outreach materials and the use of InDesign software.
+ Interest in marine fisheries and/or natural resource protection.
+ Candidate will receive the same training and certification as marine recreational angler survey seasonal staff who conduct the survey.
+ Cross-agency training opportunities available.
+ Must be at least 18 years old. Must be comfortable talking with the public and working in inclement weather, along with driving long distances. Must be bilingual or multilingual.
SPECIAL REQUIREMENTS
+ Incumbents in this class who are assigned as supervisors of small recreational units will perform emergency first aid as needed and will be required to obtain and retain a Basic First Aid Certificate.
+ Incumbents in this class may be required for certain positions to meet any of the following:
+ Proof of possession of a valid Motor Vehicle Operator license.
+ Possession of a valid license to apply pesticides.
+ College training in a specific field.
+ Emergency Medical Technician (EMT) certification may be required by specific State facilities.
+ Incumbents performing lifeguard services must have and retain an American Red Cross (ARC) Lifeguarding Certification (includes CPR for the Professional Rescuer and Basic First Aid). An EMT or MRT certification may be substituted for the CPR and First Aid requirements.
PHYSICAL REQUIREMENTS
+ Incumbents in this class must possess and maintain adequate physical strength and stamina to perform the duties of the class.
+ Incumbents performing lifeguard services must be able to demonstrate American Red Cross (ARC) waterfront lifeguarding swimming skills.
