Job Description
Huntington Ingalls Industries Mission Technologies division currently has an opportunity for a LVC Fleet Training/Coordinator for the Southern California Tactical Training Range (SCTTR) in support of Fleet Operations.
The individual in this position should have expertise in Integrated and Sustainment Phase Training requirements for Naval forces assigned to the Commander U.S. THIRD Fleet and have extensive knowledge and understanding of Surface, Subsurface, and Air Warfare exercise requirements. The candidate should have senior staff supervisory experience as an exercise planner with training range operations familiarity and will be required to plan and coordinate complex Maritime and Air Defense training exercises. In addition, prospective candidates should have excellent public speaking and presentation skills, as well as five years of exercise planning experience at the Fleet, Strike Group, or Amphibious Ready Group staff level. Subject matter expertise for Live, Virtual, and Constructive (LVC) exercise implementation and execution is highly desirable. Position requires flexibility to work occasional non-standard work hours and work weeks of more than 40 hours to meet business, customer, and contractual requirements. Additionally, position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements.
Essential Job Responsibilities
Analyzes and provides recommendations on issues dealing with disciplines such as military command control and communications, electronic warfare, weapon systems, contingency operations, Military Tactics Techniques and Procedures (MTTP), force planning, and training exercises. Coordinates with user community representatives throughout all phases of development concerning requirements definition, clarification, prioritization, and alternatives. Analyzes the conduct and results of operational user training, military maneuvers or simulated wartime operations undertaken to main the capabilities of a force. Compares, analyzes and evaluates the relative merits of program designs and alternatives. Applies emerging doctrine and tactics, whether detailed in formal doctrinal changes or emanating from Advanced Warfighting Experiments (AWEs), Advanced Technology Demonstrations (ATDs), or Force XXI activities, to system design and development. Assesses the impact of programmatic and technical options on stated user requirements and doctrine. Prepares reports and briefs summarizing support requirements, deficiencies, and investments for various programs and systems.
Attend major exercise planning conferences. Coordinate the scheduling and use of required SCTTR exercise support systems with senior staff. Ensure the safe planning and execution of hazardous operations to include surface to surface, surface to air, and air to surface live fire training events. Advise Fleet Exercise Planners or Government Operations Directors of conflicts in training requirements with recommendations to meet these requirements within existing Range capabilities and resources. Identify resource requirements and develop exercise planning materials for mission briefings. Attend and actively participate in fleet exercises planning meetings and Pre-Sail briefs for Carrier Strike Groups, Destroyer Squadrons, Amphibious Ready Groups, and any other units and/or staff participating in Large Scale Exercises designed for Force Generation in preparation for upcoming deployments. Overall management, coordination, and execution of SCCTR supported events during FRTP Advanced, Integrated, and Sustainment Phase Training Effectively interface with individuals at all levels of the organization to include Flag Officers, Range Users and Range Support Activities during the planning and execution of Range Operations. Coordinate Live and Virtual/Constructive actions with SCTTR government Operations Directors and government designated military personnel. Organize and facilitate training and certification exercises for Naval Fleet, Joint and International operations. Establish written operational work instructions and procedures based on contract requirements, guidance, and policies. Coordinate Exercise Control Facility communication and data link equipment set up and configuration in support of military operations. Maintain computer database of range utilization, prepare reports of range availability/scheduling/ utilization. Minimum QualificationsFive (5) years of Exercise Planning at the Fleet or COCOM level. U.S. citizen with US Government (DOD) Secret Clearance Naval active duty experience at the senior officer level. Eight (8) years’ experience in Navy Amphibious Warfare, Strike Warfare, Surface Warfare, Air Warfare, or Naval Special Warfare operations, including exercise scheduling, requirements and resource analysis, planning, execution, data acquisition and support documentation. Knowledge of Navy operational and administrative procedures and directives. 5 years relevant experience with Bachelors in related field OR 3 years relevant experience with Masters in related field OR 0 years experience with PhD or Juris Doctorate in related field OR High School Diploma or equivalent and 9 years relevant experience. Physical Requirements
May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
