In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. _*This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected._ The MAAFPCWDA Implementation Coordinator will coordinate and execute operationalization and implementation plans for the Minnesota African American Family Preservation Child Wellbeing Disproportionality Act (MAAFPCWDA), including leading the implementation of the MAAFPCWDA statewide working group. This position will provide high level coordination across the Child Safety and Permanency administration and with the community and statewide workgroups. Responsibilities include: + Lead the implementation of the MAAFPCWDA (Minnesota African American Family Preservation Child Wellbeing Disproportionality Act) statewide work group. + Provide oversight of the phase-in program and evaluate the cost of the phase-in program and ensure that the working group assesses future costs of implementing the act statewide. + Develop and submit an interim report to the chairs and ranking minority members of the legislative committees with jurisdiction over child welfare detailing initial needs for the implementation of the Minnesota African American Family Preservation and Child Welfare Disproportionality Act. + Develop an implementation plan and best practices for the Minnesota African American Family Preservation and Child Welfare Disproportionality Act to go into effect statewide. + Develop or provide consultation to develop requests for proposals (RFPs) and other solicitations and the resulting vendor contracts to provide services to achieve outcomes for MAAFPCWDA, assuring compliance with applicable laws and guidelines. Design/redesign contracts to incent services and service delivery models that improve client access and choice, contain costs, shift from process-oriented to outcome-oriented accountability, and streamline the administration and management of services. **Minimum Qualifications** **_**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_** Three (3) years of experience administering Child Welfare systems and/or programs. Experience must demonstrate the following: + Experience working with federal and state child welfare programs, statutes and policies. + Experience working with principals and practices of planning and developmental for human service program delivery. + Experience in community engagement and in building solid partnerships with counties, tribes, service providers, community partners, families and the community. + Experience in facilitating dialogue-based conversations to coordinate consensus-building among a diverse group of tribal and county leaders and other partners. + Experience and knowledge in managing contracts, grants and allocations. + Demonstrated cultural competence to effectively interact, build and sustain relationships with people of diverse identities, perspectives, and cultural backgrounds. * A Bachelor’s degree in Social Work or a related field may substitute for 1 year of professional experience OR A Master’s degree in Social Work or a related field may substitute for 2 years of experience **Preferred Qualifications** + Knowledge of Minnesota’s human service delivery system, including all children’s programs, sufficient to understand the interrelationships between the counties, tribes and the state human services agencies and the nature of the services they provide. + Knowledge of the legislative process, state government policies, processes, rules, and laws + Experience in building relationships with child welfare county and tribal agencies + Understanding of the scope of the families served in child welfare and/or child protection + Strong reporting and documentation skills + Variety of experiences working effectively with others from different backgrounds and cultures. **Additional Requirements** REFERENCE/BACKGROUND CHECKS – DCYF will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
