Mail Supervisor
Summary This position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA San Diego Healthcare System (VASDHS), VA Medical Center (VAMC) in the Health Administration Service (HAS). The primary purpose of the position has seven main components: processing incoming material, routing material, process outgoing material, process incoming & outgoing accountable mail, clerical duties, patient effects, and lost and found. Responsibilities Duties include but are not limited to: Supervise and direct the day-to-day Mailroom and Reproduction Center Program activities, including mail reception and send-out, mail reproduction, prescribed medication mail-outs, facility reproduction, contracting publications control, supplyrequisitions, patient effects, and lost & found. Ensure that the mailroom and reproduction processes comply with regulatory guidance, while assuring programeffectiveness. Monitor the supply needs, processing of patient effects, collate lost & found for Veterans, matters related to the transportation and storage of Veterans possessions, resource allocation, program development, supervision, fundcontrol point management, inter-service collaboration, community resource development with internal and external collaboration and analytical assessments. Plan, control, direct and manage the daily operations of the Mailroom and Reproduction Center Team. Plan work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for the completion of work while also ensuring subordinate employees perform their work in a timely manner and in accordance with all VA and USPS regulations. Review work assignments, environmental recommendations, resource requirements and staffing issues to determine the appropriate course of action. Assign work, sets deadlines, and establish priorities based on emergent situations and difficulty of the work, taking into consideration the individual's experience, training and current workload. Serve as a mentor to employees on both work and administrative matters. Review subordinates work for accuracy, sound judgment, expected outcomes and compliance with regulations. Present quantitative and qualitative analysis observing the reporting requirements pertaining to mail management to ensure maximum deliverability at minimum cost consistent with the mission requirements of the Department from the data collection findings in report format along with recommendations to Supervisor, negotiates acceptance of recommendations and negotiates guidance for implementation of recommendations. Brief Supervisor on the budgetary effects of emergent regulatory and legislative mail management changes on the section. Perform program cost analyses or other cost analyses of projects (validates projects: medication outgoing mail, returned medication resolution management, reproduction management, outgoing mail and incoming mail management), or performance of cost benefit or economic evaluations of programs. Provide management with technical interpretations of policies and procedures when the issues involved are new, highly controversial, precedent setting and/or involve implications in more than one subject matter area. Obtain and monitor the use of services, supplies, or equipment. Provide general office supply and equipment support services such as obtaining standard office supplies and services through use of LEAF, procuring or justifying the full range of office services, or answering questions concerning policies and procedures related to support/office services. Perform duties as a purchase cardholder and complies with Federal and VA Acquisition Regulation and policies, as well as local procedures. SPECIALIZED EXPERIENCE: You may qualify based on your experience as described below: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that includes: planning, directing, and coordinating the operation of a mailroom and reproduction center. coordinating work with internal and external customers/vendors and advising on efforts to resolve mail\reproduction operating problems. Provide direct supervision and review work assignments of others and make staffing recommendations anticipate and project the recurring supply/equipment needs with proper inventory control and timely submission; provide appropriate customer service and answer requests of customers supported by the mail and reproduction center. Physical Requirements: Work requires some physical exertion such as extended periods of standing, recurring bending, crouching, stooping, walking, stretching, or reaching of moderately heavy items. It is necessary to set up, operate, adjust and monitor operation of the equipment. The work requires specific abilities and physical characteristics to depress small buttons on various equipment and sort mail and paper that often sticks together. The incumbent is required to lift a variety of moderately heavy materials and supplies such as boxes of paper stock that weigh up to 51 pounds, abiding to safe lifting procedures/abilities using Standard Operation Procedures. Heavier items are moved with material handling equipment or with assistance from other workers.
