Maintenance Mechanic (MVO)
Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Performs a variety of operation and maintenance duties at a comprehensive water resource project consisting of a flood control dam and appurtenant structures, public-use recreational facilities, forest lands, and roads. Responsibilities Operates and maintains all electrical components, panels, and circuitry for a major public works flood control structure as well as associated office buildings and public use areas. Maintains, repairs, alters and constructs exterior and interior surfaces and structures built of a variety of brick, block and stone. Performs carpentry work associated with maintaining operations buildings and public access areas. Installs, modifies, and repairs new and existing utility, supply, and disposal systems and equipment such as sewage and water distribution systems, water closets, tubs, and showers. Determines the roofing work to be done, locates and traces leaks and determines their cause and extent of damage, and selects the work method to be followed for repair. Prepares surfaces by methods such as smoothing with pumice and rottenstone, filling, shaping and leveling with metal and synthetic resins, and mixing and applying pre-coating agents. Operates a treatment system characterized by a storage tank ranging in size from 250 to 100,000 gallons and a flow rate ranging from 20 to 100 gallons per minute. Operates one or more extended aeration systems followed by surface sand filters or UV filtering systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Mechanic without more than normal supervision. Work includes performing maintenance, repair, and construction of various facilities, to include but not limited to the following trades; carpentry, plumbing, mason, welding, sheet metal, painting, and roofing; and operating dump trucks, tracked excavators, backhoe, front-end loader and bulldozer which consists of pushing, piling, digging, leveling, loading and hauling materials. - Failure to meet this Screen out Element will result in an ineligible rating. Skill and Knowledge: Ability to add, subtract, multiply, divide, work with simple fractions, and read various measuring instruments sufficient to calculate materials and make accurate measurements in performing maintenance assignments. Responsibility: Works under the supervision of the Resource Manager or Facility Manager, who issues instructions on program objectives, work sequence and deadlines. The incumbent independently carries out work assignments. The supervisor is available to provide information or decisions regarding problems that may arise during work. Overall work operations are reviewed for status and progress, causes of delays and other problems. Physical Effort: Incumbent must be able to perform all physical requirements of this position as identified in the position description. Duties include but are not limited to climbing ladders and steep stairways, and working on steep and uneven ground. Incumbent must be capable of lifting at least 50 pounds unassisted or up to 100 lbs with the assistance of one other person. Tasks requiring the ability to lift 50 pounds while working alone include but are not limited to lifting and carrying a five gallon can of kerosene, lifting and carrying a 50 pound bag of wildlife seed, lifting and carrying a 5 gallon can of paint, cleaning liquid or hydraulic oil. Tasks requiring the ability to lift up to 100 lbs. with the assistance of one other person include but are not limited to moving furniture and lifting 80 lb. bags of cement. Working Conditions: Incumbent works in a variety of conditions. Work is completed on but not limited to scaffolding, high ladders or rooftops subject to dangers such as but not limited to falling, exposed to possibility of burns, cuts and bruises, broken bones or infections. Incumbent may work in inclement weather to perform duties including but not limited to surveillance of project, various inspections, boundary marking, special events, and emergency situations (respond to public accidents, drownings, etc.). Incumbent must be capable or working in conditions of dust, welding fumes, paint vapors and sandblast particles utilizing appropriate personal protective equipment for those conditions which may be heavy and uncomfortable. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
