Duties Description • TEMS1 works under the general supervision and directly reports to the Division’s TEMS2.• TEMS1 is the only NYSTA working Supervisor. When needed, TEMS1 performs the same duties as a TEST (Toll Equipment Systems Technician).• TEMS1 supervises, plans, assigns and directs TEST in the installation, modification, testing, inspection, repair, preventative maintenance and upgrades of all cashless tolling and ITS (Intelligent Traffic Systems – Traffic Cameras, Message Signs, Traffic counters, Transmit sites, etc.) in a Division.• Performs difficult and complex repairs and configurations of the Computerized Toll System and ITS systems.• Verifies ITSM vehicle mileage logs.• Assists TEMS2 in payroll process• If an off-duty issue arises, TEMS1 coordinates the deployment of TEST and necessary resources (ex, lane closures, welder, electrician) to resolve the issue.• Prepares the biweekly TEST work schedule.• Coordinates with other Departments lane closures, Preventative Maintenance, and repairs.• Maintains and updates as needed the Department’s stock and tool complements.• Keeps historical records of all works in the Department.IMPORTANT JOB REQUIREMENTS: • Must be physically able to lift 50lbs, perform work while on ladders up to 14ft high, on lift platforms up to 30ft high, and on buckets up to 65ft high.• Will need to climb stairs to work on large over-the-road VMS signs up to 20ft and may be required to work on catwalks under and on structures over bridges.• Required to park on the shoulder of the highway in order to access roadside devices, working next to free-flowing traffic passing at highway speeds that can exceed 65 mph. • Required to work in all types of conditions, including inclement weather such as extreme wind, cold and heat as well as rain and snow storms. • Required to work in small diameter tunnels and other restrictive spaces.
Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT NYS THRUWAY AUTHORITY EMPLOYEES: Current New York State Thruway Authority employee with one year or more of qualifying permanent service as a Maintenance Supervisor 1 (Toll Equipment) and eligible for transfer under Section 70.1 of the NYS Civil Service Law. 2. PROVISIONAL PENDING EXAMINATION AND/OR NCP QUALIFICATIONS: Current New York State Thruway employee with one year or more of qualifying permanent competitive service as: Toll Electronic Systems Technician, Toll Electronic Systems Technician Trainee 1, or Toll Electronic Systems Technician Trainee 2.3. GENERAL PUBLIC AND/OR NY HELPS MINIMUM QUALIFICATIONS: Four years of experience in the installation, maintenance, repair, and troubleshooting of complex electrical/electronic equipment such as computer hardware, network hardware, or similar equipment involving work with electrical/electronic control circuits; or military training/rating in an electronics field including completion of an electronic rating school program and two years of the experience described above; or successful completion of a two-year traineeship and one year of the experience described above.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
