Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Civilian Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Ice Harbor Project is a multi-purpose hydropower project, with missions including operation and maintenance of the facility for flood control, hydro power generation with six main generating units, navigation locks, fish facility, recreation, and natural resource management. Responsibilities Performs troubleshooting, repairing, and maintaining the following, equipment, facilities and structures related to public use, general project operations, water control, and irrigation systems. Operate and maintain motor vehicles to transport people and materials to the job site and around project areas. Operates other equipment for which licensed and qualified, such as 2-ton stake body trucks, front-end loader, backhoe, track mounted excavator, small forklifts, 5 and 10 cubic yard dump trucks, 5-ton tractors, etc. Operates, tests and maintains irrigation systems at local and remote sites. Performs a variety of repairs and preventive maintenance. Repairs control valves, pump control valves for watering stations, and station timers. Repairs and replaces underground irrigation pipes, sprinklers, etc. Performs field work including Biological, chemical, and mechanical weed control. Boundary fence line inspection and repair and boundary signage replacement. Vault toilet maintenance and operation, etc. Constructs wooden structure forms for concrete; measures, cuts and constructs and makes carpentry repairs to nesting structures, duck owl and bat boxes, steps, picnic tables, doors, windows, floors, walls, roofs, etc. Performs metal fabrication, modification and repair through gas and arc welding, grinding and finishing. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: With minimal supervision, perform the majority of the following maintenance worker tasks under normal supervision: painting, carpentry, repairing irrigation systems, plumbing repairs, and welding. Full level skills in operating all associated tools and equipment related to the sub journeyman level skills. Experience operating and maintaining forklifts, backhoes, and tractor-trailers. I have performed daily operation checks of this equipment. You will be evaluated on the basis of your level of competency in the following areas: Ability To Do The Work Of The Position Without More Than Normal Supervision Screen Out ABILITY TO INTERPRET INSTRUCTIONS, SPECIFICATIONS ETC. (INCLUDING BLUEPRINT READING) Ability To Use and Maintain Tools and Equipment KNOWLEDGE OF EQUIPMENT ASSEMBLY, INSTALLATION, REPAIR, ETC. Knowledge of Materials Technical Practices (theoretical, precise, artistic) USE OF MEASURING INSTRUMENTS (MECHANICAL, ELECTRICAL, ELECTRONIC, AS APPROPRIATE TO LINE OF WORK) Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
