Summary This position is located at the Unaccompanied Housing (UH) operation at NAS Jacksonville MWR. The purpose of this position is to assist with facilities maintenance work across multiple trade practices, executing tasks that require skills in various trades. The incumbent may work independently or as part of a quick response maintenance team. Responsibilities Maintain the security and privacy of all residents consistently. Responsible for a variety of semi-skilled and unskilled tasks involving standard methods related to the operation and maintenance of physical plant facilities. Review QR code service requests, via email, and service task requests in the electronic Military Housing (eMH) system. Schedule work as required. Report status to supervisor. Document service task status in eMH and conducts follow-up with reporting to residents. Perform semi-skilled or unskilled work in the following trades in the maintenance and repair of buildings and related fixtures. The incumbent will troubleshoot and perform minor maintenance duties including but not limited to: Plumbing: Troubleshoot and make basic plumbing repairs and refers more complex problems to supervisor for action. May include sinks, faucets, commodes, tanks, urinals, P-traps, shut-off valves on washing machines and water supply that can be accomplished by removing, cleaning, resealing, replacing defective parts or units. May change out garbage disposals, faucets, and other minor plumbing parts. Washer/Dryer repair: Perform routine maintenance on washers and dryers to include cleaning lint ducts and vents, replacing hoses and fittings as required, and referring more complex problems. Heating, Ventilation and Air Conditioning (HVAC): Troubleshoot and make basic repair to PTAC units as appropriate. Changes out PTAC units and PTAC sleeves. Performs routine scheduled cleaning of PTAC units and drains. Electrical: Recognizes and reports electrical problems. Replaces fluorescent and incandescent ballasts, bulbs and tubes. Carpentry: Conducts basic carpentry repairs such as repairing or replacing screens and performing minor repair and replacement of drywall, carpet or similar items. Painting: Prepares areas and utilizes standard coating methods such as brushing, rolling and spraying and ensure surfaces are fully coated, protected and free from drips and runs. Performs other related duties as assigned. Requirements Conditions of Employment Qualifications FACTOR 1: SKILLS AND KNOWLEDGE Minimum two years of experience with demonstrated skill in at least two areas (e.g., Plumbing, Washer/Dryer repair, HVAC, Electrical, Carpentry, or Painting). Knowledge in the applicable combination of trades sufficient to perform the duties of the position. Knowledge of safety and environmental rules and regulations concerning procedures, tools, mechanical and electrified equipment, commonly used chemicals and basic safe work practices is required. Must possess a welcoming manner and positive attitude; demonstrate effective communication skills; professionally interact with residents; answering resident questions concerning UH facilities; and provide information about installation and local area. Aid in handling resident complaints, involving management as necessary. Must possess basic math, reading, and computer skills. Must be able to communicate clearly and effectively both verbally and in writing in English. FACTOR 2. SUPERVISORY CONTROLS Performs duties under the direct supervision of the Unaccompanied Housing Facilities Liaison or UH Manager who sets and prioritizes work assignments, establishes deadlines, approves leave requests, and evaluates performance of the incumbent. Work assignments (completed and in-progress) are spot-checked daily via documented inspection reports to ensure that work practices, techniques, records, and other functions are technically accurate and in compliance with instructions. Recurring assignments (e.g. follow-up on maintenance requests, preventative maintenance, walking the grounds, etc.) are carried out independently without specific instructions. FACTOR 3. GUIDELINES The incumbent is expected to perform daily work on own initiative and carry out assignments in accordance with DOD and Navy regulations. Situations involving unfamiliar problems not covered by instructions are referred to the supervisor for resolution. Typically, employee uses routine instructions and work methods that are common to the trade and may be general in nature. Where available the incumbent will rely on blueprints, manufacturer's instructions, manuals, and maintenance specifications. FACTOR 4. COMPLEXITY The operation conducts business 24 hours a day, 365 days a year. Customer service is of the foremost importance in this position. Due to the need to accomplish work across two or more trades, the work consists of a variety of duties requiring many different and unrelated processes and methods. Independent discretion is needed to determine how best to approach the work and which methods to apply. FACTOR 5. SCOPE AND EFFECT The purpose of the work is to provide quick response maintenance services. The work directly contributes to the military members quality of life, mission readiness, and contributes to job satisfaction and retention of valuable members. FACTOR 6. CONTACTS Contacts include regional staff, Installation Housing staff, and various tenant command representatives. Some contact with contractors, vendors, and representatives of private industry. FACTOR 7. PURPOSE OF CONTACTS Contacts are made to coordinate and/or obtain information relating to the maintenance operation. FACTOR 8. PHYSICAL DEMANDS The incumbent is required to do considerable standing, bending, walking, pushing, pulling, and climbing. Must have ability to perform moderately strenuous physical labor as unassisted lifting, moving, and carrying of supplies and equipment weighing up to 50 pounds (100 pounds assisted) is required. May be required to climb/descend stairs and ladders, stoop, bend, kneel, and work in uncomfortable positions. FACTOR 9. WORKING ENVIRONMENT The work involves normal risks or discomforts associated with plant operations, facility management, and/or mechanical systems. Work is performed both indoors and outdoors with potential exposure to extreme weather or temperature conditions. Occasional exposure to dusty or dirty conditions exists when visiting rooms or facilities undergoing repair, maintenance, or renovation. Personal Protective Equipment (PPE) is provided. SPECIAL REQUIREMENTS This position may be designated ALPHA personnel for inclement weather or in the interest of national security and may be required to report for work when other employees are excused. This position is subject to the possibility of workdays on weekends and holidays, as well as, rotating shifts, often consisting of other than normal duty hours. The staff member may be recalled to duty and/or required to work overtime, including on an emergency basis. May be required to possess a valid state driver's license, as travel to other facilities may be required within the normal scope of duties. In order to verify fitness for duty, a complete physical examination may be required. This position is subject to a favorable National Agency Check.
