Management Analyst, Senior

The Contractor shall assist in managing and tracking FMS manpower within the directorates/divisions and provide overall WL/WV Directorate support for operations for management operations functions.
Principal Duties and Responsibilities
The Contractor shall assist with, but is not be limited to:
+ Track manpower vacancies and upcoming position expirations through utilization of various Government human resource databases such as the Resource Management Information System (RMIS), Civilian Human Resource Information System (CHRIS) and the Unit Manning Document (UMD).
+ Perform detailed analysis, accounting and metric reporting of open FMS vacancies to include date position became open, fill action initiation/submission, establishment of Request for Personnel Action (RPA) tracker number, and date position filled.
+ Plan and organize monthly meetings with designated division personnel to discuss/obtain manpower status, along with preparing/developing meeting minutes for subsequent distribution.
+ Assist in the management the daily operations associated with the creation and subsequent modifications/ amendments of MRPs and input into the DSAMS (previously SAMRS) to support LOA development
+ Advise senior leaders, supervisors, and managers on management operations issues.
+ Perform research and advise on a variety of issues of a sensitive nature that concern resource policies and procedures and related legal, regulatory, and contractual requirements.
+ Assist in reviewing draft regulations, directives, and other guidance and prepare recommendations and comments reflecting impact on local policy or practices.
+ Review and interpret data collected by other project members for accuracy and consistency with policy, procedures and customer objectives.
+ Serve as a PM for special studies, initiatives, and projects as defined by senior leadership.
+ Complete special projects reports in directed format to provide insight to the AFPEO/WL and WV, Deputy PEO, staff, divisions, and branches.
+ Develop and present briefings and reports on studies/project status, findings, and/or recommendations to senior functional managers and upper management.
+ Participate in discussions and meetings or serve on panels or committees and provide written reports and/or briefings outlining findings and recommendations.
+ Provide rationale to management while coordinating with activities across multiple directorates, organizations, Centers, MAJCOMs, and HQs USAF.
+ Present clear, concise and well-structured presentations, oral or in writing, that address the designated issues.
+ Identify problems, both in broad and detailed terms, and attempt to resolve conflicts in a timely manner through discussions with responsible members in a meeting or working group.
+ Assist in identifying, analyzing, and evaluating actual and/or potential problem areas in OM activities, drawing from trend data and knowledge of the organization.
+ Inform senior management of progress of programs and advises of any significant developments that may impact mission.
+ Determine appropriate recommendations for unresolved or questionable problems and perform follow-up.
+ Research and determine or recommend appropriate actions or interpretation of issues that impact the WL/WV Directorate

Required SkillsRequired Experience
One of the following combinations of education/experience:
+ + MA/MS degree and twelve (12) years of experience in the respective technical / professional discipline being performed, five (5) years of which must be in the DoD -OR-
+ BA/BS degree, and fifteen (15) years of experience in the respective technical/professional discipline being performed, five (5) of which must be in the DoD -OR-
+ HS Diploma, twenty (20) years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, eight (8) of which must be in the DoD
+ U.S. Citizenship required; Ability to obtain and maintain a Secret security clearance required.
