\nPurpose:  The objective of this requirement is to obtain contracted Management Analysts to supplement NSWG-2 workforces and help it achieve continued effective operations.
\n 
\nResponsibilities (include but not limited to):
\n \n\n\tSuccessfully complete orientation command indoctrination training.\n\tSuccessfully complete A&S on-the-job training and program overview.\n\tSuccessfully complete required mandatory training such as Protective Health Information (PHI) and Personally Identifiable Information (PII) training.\n\tProvide A&S program overview to all new department heads, LCPOs and LPOs.\n\tComplete the necessary requirements for obtaining access to applicable government sites  such as Billet Based Distribution (BBD), Career Management System Interactive Detailing (CMS-ID), Fleet Training Management and Planning System (FLTMPS), andCatalog of Navy Training Courses (CANTRAC).\n\tReceive applications and assess against current MILPERSMAN Article 1306 for  eligibility.\n\tIdentify personnel that are ineligible and document/track reasons for ineligibility. Notify\n\tA&S Director for direction/guidance. Process eligible candidate packages; coordinate with Medical, Psychology\n\tIdentity Management and respective NSWG-2 Department Heads, Leading Chief Petty Officers, or other designated personnel.\n\tUpdate screening/orders tracker to reflect candidate package status, recording flag request as warranted, update status/location of package with dates to assure processing.\n\tProvide tracker updates, as required to PERS-4013, Command Master Chiefs, Command Career Counselors, and detailers.\n\tUpdate tracker when candidates screen favorably or unfavorably.\n\tResearch, determine coordinate adjustments - whether schools are required in route, detachment date and report no later than (RNLT) date, update tracker and trigger request for orders.\n\tReview current and previous NAVADMINs, MILPERSMAN articles, Activity Manning Manager policy letters, instructions, or any other document influencing Billet Based Distribution (BBD), manning and Navy detailing.\n\tReview, coordinate, develop and provide recommendations to improve current marketing tools.\n\tUpdate and manage a checklist for A&S application review\n\tUpdate and manage pre- and post- candidate survey\n\tAssist with update and coordination of MILPERSMAN Article 1306\n\tAssist with research and coordination of the Recruiting Article\n\tAssist with research and coordination of the Assessment and Selection Instruction.\n\tUpdate and manage and maintain a A&S file plan\n\tUpdate and manage archiving candidate files and maintain the archived files.\n\tManage A&S Distribution emails.\n\tDevelop a database and maintain data of inventory of non-eligible, eligible, and high interest candidates.\n\tTrack and flag command rotation dates using A&S business rules.\n\tAssess and recommend which billets will require rotation date adjustments, to improve alignment for the tentative/projected gain and ISTOP initiative.\n\tTrack/manage/request through PERS-4013 command approved 1306-92 and 1306-7 for extensions, retours, release to screen actions.\n\tVerify accuracy of all orders for incoming personnel; request orders modification in the event corrections are required.\n\tReview incoming personnel FLTMPS records to validate which in-route courses are required.\n\tDevelop reports that will analyze and track program facets that to include data points such as PRD projections, vacancy reports, # candidates/applications, timelines, and reasons for unfavorable screenings.\n\tAssist with preparation of command briefings and presentations.\n\tAssist with A&S specific scheduling and setup for events such as command offsites, pilot project teams, command events sponsoring detailer and community\n\tUpdate and evolve A&S common work environment.\n\tAttend meetings as directed by A&S Director, or Triad.

\nJob Specific Knowledge/Requirements:
\n \n\n\n\tPossess proficient level computer skills with applications such as Microsoft Office, Excel, PowerPoint, Outlook, and Project.\n\tPossess strong briefing skills and able to speak in front of large audiences or leadership meetings.\n\tMust be capable of multi-tasking in a high stress, time sensitive environment.\n\tShall perform high level/expert analysis, and/or methodologies used to develop complex solutions to requirements.\n\tMust be capable of effectively coordinating various products with stakeholders.\n\tShall be highly organized and proficient in utilizing computer applications and related automation to support analytical efforts and product development.\n\tMust have a minimum of SECRET clearance.\n\tMust have interpersonal skills and be able to effectively work, individually or as a member of a team, and take the lead on select tasks, as required.\n\tMust have a Customer Service background.\n\tMust have a minimum of eight (8) years of hands-on administrative/program management experience within DOD or Navy. \n\tMust have Three (3) years of technical experience with Navy Detailing, Navy Career Counselor, Navy Training Manager, Navy Personnel Specialist, Navy Yeoman, Navy Enlisted Community Manager, or with a recruiting organization. \n\tMust have At least two (2) years of experience within the past four (4) years with developing metrics, reports, presentations that was part of the decision-making process for the command.
