Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Executive Operations Staff (EOS). As a Management Analyst, GS-0343-13, you will provide authoritative recommendations on key issues affecting the operations of CMMI programs, specifically related to the CMS travel system and applicable Federal, HHS, CMS, and CMMI travel policies and procedures. Responsibilities Serve as a Federal Agency Travel Administrator (FATA), providing guidance and advisory services to CMMI management and staff on policies, procedures, and systems associated with business travel. Provide technical advice and assistance with the detailed review and analysis of travel policy or procedural information as promulgated by the CMS Office of Financial Management (OFM). Conduct management analysis studies to determine how well CMMI's travel, conference, and other administrative programs are achieving goals and objectives. Prepares long and short-range goals and travel program related guidance. Plan, develop, evaluate and implement revisions related to CMS travel and conference systems, policies and procedures. Conducts analytical studies of program issues and topics. Serve as a consultant and advisor to CMMI management and staff on travel and conference policies, procedures, and critical issues that have a major impact on the ability of CMMI managers and staff to carry out travel plans and objectives. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Apply technical knowledge of a wide range of analytical methods to assess and evaluate the status, effectiveness, and efficiency of the organization's travel program; AND 2) Provide technical assistance and solutions to travel-related problems of management and staff personnel; AND 3) Draft a wide range of travel program-related documents, reports, or training materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
