The primary purpose of this position is to serve as Management Analyst with responsibility for management of the human resources programs for the Air Force Institute of Technology (AFIT). This includes performing a full range of Human Resource consulting, manpower and advisory services to organizations Responsibilities 1. Advises commanders, supervisors, and managers on civilian personnel issues, including those involving organizations that have a wide range of professional, scientific, administrative, and highly technical positions, some with highgrades and technical positions in rapidly changing fields. Performs research and advises on a variety of issues of a sensitive nature that concern hiring policies and procedures and related legal, regulatory, and contractual requirements. Interprets laws, regulations, rules, and local policies for management. 2. Evaluates and recommends programs and processes to achieve strategic goals and objectives. Recommends and implements new policies, practices, and procedures that provide responsive direction to the Institutes organizations. 3. Prepares written correspondence, personnel documents and briefings. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes aspects of implementing HR policies, practices and processes such as research, development, planning, organizing, and recommending new and innovative programs; knowledge of organizational development and manpower and personnel systems; and managing complex appraisal systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough understanding of interrelation/interface of DoD, Air Force and the Institutes functions, concepts, techniques, and practices with the requirements/objectives of higher authority. 2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. 3. Knowledge of an extensive body of civilian HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations federal HR law and guidance. Submit, monitor and track requests for personnel actions, and ensure forms for civilian personnel actions are submitted for in-processing and out-processing employees and comparable actions. 4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. 5. Ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted but is the best solution to achieve overall organizational goals. 6. Skill in conducting interviews with employees, supervisors, and management officials to obtain information about organizational missions, functions, and work procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
