The primary purpose of this MANAGEMENT ANALYST, GS-0343-07 TARGET 11, position is to provide a review and study of current operating procedures, identification of problem areas and recommendations for improvements. Responsibilities 1. Plan, develop, and conduct studies and research projects on substantive issues of moderate scope to identify, analyze, and recommend solutions to problems pertaining to assigned program(s). 2. Plan, develop, and conduct program analyses in order to ensure mission effectiveness of serviced organizations and to improve and simplify processes and maximize resource utilization. 3. Accomplish detailed studies of functional areas and processes to establish a foundation for proving input into Long-Range plans for the Group, Wing, and the Center. 4. Perform a variety of administrative management functions as assigned or as identified as needed. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes identifying and developing data required for use in the management and direction of programs; and/or conducting program evaluations that are impartial, independent and credible and that meet Federal and professional standards. OR EDUCATION: I have successfully completed 1 full year of graduate level education or superior academic achievement. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed a 4-year course of study leading to a bachelors degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes planning, organizing, and overseeing the operation of a data collection survey; reviewing administrative audit and investigative reports to determine appropriate changes or corrective action required; and/or evaluating the efficiency or effectiveness of programs, policies, or organizations. OR EDUCATION: I have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes developing management and/or program evaluation plans, procedures, and methodology; conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures; and/or developing new or modified administrative program policies, regulations, goals, or objectives. OR EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to gather, assemble, and analyze facts, draw conclusions and devise solutions to problems. 2. Ability to analyze current or projected operating programs to evaluate their actual or potential effectiveness in achieving objectives. 3. Knowledge of organizational workload requirements, procedures, and the substantive nature of operating programs and their interrelationship. 4. Ability to discern the immediate and long-range affects and requirements of a multiplicity of programs developed within the division. 5. Ability to plan and organize work and consult effectively with co-workers. TARGETED POSITIONS: This position is a developmental (e.g.: GS-7 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The incumbent performs work in industrial service and office environments. Incumbent is required to walk, stand, bend, carry light items or drive an automobile in the course of providing analysis of business processes. Moderate lifting may be required. Lifting in excess of 24 pounds will be accomplished with human or mechanical assistance. WORK ENVIRONMENT: Work is primarily performed in an office setting. However, periodically the incumbent is required to travel to areas where there is frequent exposure to a variety of manufacturing machinery, equipment operations, fumes, dust, high noise levels, hazardous materials exposure and temperature extremes. Protective clothing is available and will be used when appropriate.
