Summary This position is located within the National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Staff Services Management Division (SSMD), Division Services Branch (DSB), with one vacancy in Silver Spring, MD. Responsibilities As a Management Analyst, you will perform the following duties: Conduct detailed analyses of complex functions and work processes of broad administrative or technical programs and make recommendations for improvement in the effectiveness and efficiency of work operations. Identify, analyze, and evaluate new or revised program and management policies and work with field offices to implement and coordinate changes. Analyze and determine the effectiveness of program or administrative operations and communicate challenges and devise solutions to implement across the organization. Serve as Contracting Officer Representative Level I (COR) by developing technical requirements for contractual support for equipment, supplies, telecommunications, and training contracts. Finalize and monitor technical requirements for approved contracts. Ensure contract budget requirements are included in the budget and assist in the development of contract projections to identify contract needs. Review contract invoices and monitor performance to support contractual activities and supplies. Maintain record keeping in accordance with federal and agency policy and guidelines. Provide regional administration, support, responsibility, oversight, and coordination of assigned programs and functional areas of responsibility. Serve as representative and/or the supervisor's representative to assigned program areas on line office, bureau and agency work groups and committees to present and advocate for regional opinions and interests. Provide technical oversight for personal property management and support the Continuity of Operations Planning. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following: Identifying or proposing new or revised program or management policies; Analyzing and evaluating the efficiency and effectiveness of program operations and recommending improvements; Providing contract planning support to include evaluating budget requirements, preparing cost estimates, statements of work or other acquisition documents; and Collaborating with stakeholders or staff to communicate information and strategic initiatives to achieve organizational goals and objectives.
