Summary About the Position: This position is with Headquarters (HQs), US Army Corps of Engineers, Directorate of Resource Management located at the U.S. Government Accountability Office (GAO); 441 G. Street NW, Washington, D.C. 20314. This position will be filled on a permanent basis. Responsibilities Designs and develops policies on new organizational arrangements to accommodate a variety of resource and legislative initiatives affecting the Corps of Engineers. Determines and validates manpower requirements across all USACE activities by analyzing trends, organizational structures, and budgetary constraints. Formulates and enforces command policy directives, ensuring compliance with approved policies in coordination with HQDA and HQUSACE program managers. Translates external guidance and legislation into operational practices to optimize manpower resource utilization. Develops guidance for utilization planning and execution reporting. Assists in the creation of automated systems that support civilian and military manpower allocations and reporting, ensuring effective management of manpower resources in line with established policies. Specialized Experience for GS-12: One year of specialized experience which includes 1) supporting the analysis of workforce needs across mission areas, ensuring alignment with budget and organizational goals; 2) supporting the creation and management of budgets for both civilian and military manpower resources, with the capacity to efficiently oversee and distribute resources across various program areas.; 3) providing support in analyzing the impact of these policies on workforce planning and organizational structure; and 4) assisting in the exchange of manpower data and policy information by coordinating communication efforts and ensuring information is accurate and timely. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience for GS-13: One year of specialized experience which includes 1) validate and analyze manpower requirements across multiple mission areas, ensuring the alignment of workforce needs with budget constraints, organizational structure, and strategic objectives; 2) developing and managing budgets for civilian and military manpower resources, including the ability to oversee and allocate resources effectively across diverse program areas; 3) formulating and interpreting policies that address organizational changes, manpower allocations, and resource utilization; and 4) establishing and maintaining relationships with key stakeholders such as Department of Army, Department of Defense, Congressional offices, other government agencies, and private industry, facilitating the exchange of manpower data and policy information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
