Management Analyst - DH/MP (Open to both U.S. Citizens and Federal Employees)
Summary This position is located in the Office of the Secretary (OST), Office of Chief Financial Officer (CFO), Assistant Secretary for Budget and Programs. The position serves as the primary point of contact with the OST Budget Office, OST Procurement Office, and the OST Facilities Office, and serves as a back-up to the Management Analyst (HR Liaison). Responsibilities The Management Analyst: Actively participate in office management meetings and represent the CFO/Assistant Secretary in meetings and conferences; Attends meetings on behalf of the Office of an administrative nature, analyzing administrative functions and management methods and/or procedures to determine means of improving effective and efficient for the Office and advises management accordingly. Provide recommendations and advice to the CFO/Assistant Secretary, Deputy Assistant Secretaries and Deputy Chief Financial Officer on administrative matters referred to the office for consideration and decision. Is primarily responsible for the formulation, development and implementation of operating policies, techniques and systems and methods for application of programs in the areas of, budget planning, formulation and control, and a comprehensive number of office services. Provides advice, guidance and assistance to the CFO/Assistant Secretary, the Deputy CFO (DCFO), and the Deputy Assistant Secretaries (DAS), and Office Directors (senior management). Researches, develops, and recommends authoritative instructions and information concerning the implementation of statutory and regulatory directives. Provides senior staff with significant information and recommendations on administrative matters associated with and necessary to the smooth functioning of the Office. Performs a wide range of analytical. and review activities. OST is seeking a seasoned professional with experience in providing administrative support in the areas of human resources, budget and financial management, space and office management, and procurement. The professional will serve as the Management Analyst in the Office of the Assistant Secretary for Budget and Programs, Chief Financial Officer. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience with facilities and property management and providing guidance for management regarding an organization's operational activities and policies. Experience with federal travel regulations, procurement request, and training in appropriations law to certify usage of federal funds. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competency: Knowledge of administrative and budgetary operations of an office. Communication Competency: Ability to communicate both orally and in writing to effective convey information to department management; governmental officials/public officials.
