The Department of Finance includes about 60 employees and is comprised of 11 Divisions including Financial Reporting (Accounting), Retirement, Purchasing, Payroll, Business Process Management, Accounts Payable, Accounts Receivable, Risk Management, Fiscal Systems, Debt and Cash Management, and the Director’s Office.
The Management Analyst II is a part of the Debt and Cash Management team, supporting the City's financing activities through administrative and operational tasks. This role is responsible for assisting with the maintenance of the City’s debt and investment portfolios, ensuring accurate data entry and documentation to comply with legal and regulatory requirements. Key duties include preparing and organizing financial records, assisting with debt service payment processes, and compiling information for reports and presentations related to the City's financial status.
The position assists updating debt schedules and capital improvement project cashflows. Additionally, the role involves gathering data, conducting basic research, and assisting with budget documentation and analysis under the direction of management.
Essential Functions
Essential functions include but are not limited to:
+ Assists in the review of financial documentation, analyzing cash flows, production of the preliminary and official statements, production of rating agency presentations, and coordination of related tour, scheduling of public hearing and review of all legal documents.
+ Assists in the preparation of debt service payments and draft official disclosures for primary and secondary bond markets.
+ Assist in the completion of audit related activities for debt management.
+ Assist in the development of budget for both debt and investment related activities by compiling and providing cost/revenue information to management and other staff.
+ Assist in the preparation of communication materials, for review by management, regarding debt/investment portfolio and other deb/investment-related topics, including the monthly Debt Flash Report, Cash &Investment Flash Report, monthly Bond Proceeds Report, and annual Debt Report.
+ Assists in the coordination cash management activities for various City funds and provides analytical and technical support related to investments.
+ Assist division with conducting a variety of research and other assigned projects by compiling and reviewing internal and external organizational information.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Required:
+ Three years of experience in data analysis or related field, or an equivalent combination of education and experience
Preferred:
+ Two years of financial/economic analysis or forecasting or municipal debt management

+ Mon – Fri 8:30 – 5:00
Signing Bonus:
+ This position is eligible for a $5,000 signing bonus.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
