The Business Office of Maine’s Emergency Management Agency (MEMA) manages the fiscal aspects of agency operations, including accounts payable and receivable, procurement, and budget forecasting. This position administers and monitors the fiscal requirements of both federal and state funds received by the agency in collaboration with grant program staff. The position also works with the Business Office Director to report financial information throughout the agency and make recommendations for improvements to further our mission. Employment at MEMA provides an additional exciting opportunity to serve the citizens of Maine by working in the State Emergency Operations Center and/or in the field after a disaster to assist with recovery needs. Primary responsibilities include: + Develops and monitors agency-wide and grant award budgets. + Collaborates with grant program staff in the full grant lifecycle from application to closeout. + Prepares internal and federally required reports, forecasts, projections, and analyses and monitors the cost share associated with federal grants. + Gathers and analyzes data, develops information and documentation, and recommends organizational and system changes and modifications to serve the agency’s strategic plan. + Reviews general ledger records, reconciling accounts and preparing journals, budget orders, financial orders, and cash draws as needed. + Supports audit and financial monitoring processes by federal funding sources and of grant subrecipients. + Collaborates in the management of official agency records. Skills or knowledge required: + Knowledge of the theories, principles, and practices of public administration, organization, workflow, and financial procedures. + Knowledge of data collection and interpretation methods and techniques. + Knowledge of methods and techniques of analysis, work simplification, and forms and records control. + Ability to gather, assemble, calculate, and analyze facts and draw valid conclusions. + Ability to analyze and interpret laws, rules, and regulations. + Ability to communicate effectively. + Ability to write clearly and effectively. + Ability to develop recommendations for the revision or repeal of laws, rules, regulations, policies, and procedures; and the implementation of new systems and organizations. + Ability to use digital communications and information management systems (e.g., all current Microsoft office suite of products including Outlook, Word, and Excel). Minimum qualifications: Eight (8) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.
