MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. ABOUT THE JOB DETAILS: This position will support MaineIT’s Enterprise Shared Services team’s continuous improvement and review approach. While actively reviewing current data being collected by IT Application Teams assuring alignment, this role will support regular operational updates as well as writing, reviewing, revising existing and new data repositories, policies, procedures having a direct customer impact, as assigned. While adopting our CARE Values, MaineIT's customer focus posture will include rigorous documentation of the details of existing IT technology including tracking compliance of involving MaineIT policies and requirements as we modernize our various IT programs and assets. In addition, working with Enterprise Shared Services IT Leaders with plans and organizes studies of work and organizational problems including duplication, communication, information flow, inventory control, cost containment, and integrated service delivery in order to develop and maintain efficient and economical operations. In addition, will gather and organize information on problems, deficiencies, and resource waste in order to collect information for management analysis which may include analyze data gathered, develops information and documentation, and considers solutions or alternative methods of proceeding in order to recommend organizational and system changes and modifications. This is a professional services team-orientated role which will also supports mediums to large work assignments simaltaniously. Hybrid Work Opportunity– The employee in this position currently has the opportunity to work from home as much as 90% of the time, as per the telework policy provides. REPRESENTATIVE TASKS: + With a high attention to detail, providing research, writing and review, examination, and evaluation of complex organizational policy, structures, IT and administrative policies, and management systems of MaineIT, state departments, agencies, and institutions. + Collecting details, developing and conducting studies, summarizing findings, preparing reports, and suggesting process changes to IT Leaders in program guides, standard operating procedures, or practices in administrative, financial, public facing documentation, and information management. + Coordinating the resources, people and artifacts as assigned and requested for regular and as needed initiatives. + Data analysis and technical research of data collection, management, and reporting systems. + Data analysis and researching of systems and procedures, preparing reports, and recommending changes in process and policies, team procedures, or practices in administrative and information management process. + Selecting validated sources when writing and creating action plans to improve written content and formally presenting items in small group and leadership sessions. + Proposing, presenting, collecting feedback, revising (if needed) and publishing of documentation at the agency and department level as directed. + Publishing, writing and updating MaineIT standard operating procedures. + Collecting and organizing requested data as assigned. + Supporting Enterprise Data Services continuous improvement approach following MaineIT’s CARE Values serving State of Maine programs. KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: + Knowledge of the theories, principles, and practices of public administration, organization, following standard workflow. + Knowledge of data collection and interpretation methods and techniques. + Knowledge of the organizational and staffing structures in state agencies and departments. + Knowledge and experience with Microsoft Office Products. + Knowledge of methods and techniques of analysis, work simplification, and forms and records control. + Knowledge of the methods and techniques of establishing work standards. + Knowledge of information management systems. + Ability to gather, assemble, calculate, and analyze facts and draw valid conclusions. + Ability to analyze and interpret state and federal laws, rules, and regulations. + Ability to communicate effectively in group settings. + Ability to write clearly and effectively. + Ability to present clearly and concisely in meetings virtually and in person. + Ability to respond promptly and timely to assigned work and customer inquiries. + Ability to develop recommendations to leaders based on a detailed review of laws, rules, regulations, policies, and procedures. + Knowledge of current developments in IT systems analysis and applications. + Knowledge of methods and techniques of establishing work standards. + Knowledge of information management systems. + Ability to manage time while actively engaging in a team project. + Demonstrated ability to respond in a timely   and effective manner with a high attention to details. + Understanding of   emotional intelligence   principles. + Ability to listen   and   understand first   before   responding. + Ability to understand and practice the CARE Values of MaineIT. MINIMUM QUALIFICATIONS: + Eight (8) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices. Preference will be given to those who submit both a cover letter and resume to be considered for an interview.
