Summary About the Position: This position supports the mission of the Administration and Management (J-1) Directorate under the DHA Enterprise Administration and Systems Integration Division (EA&SI) Division and is located in Falls Church, Virginia. Leave accrual negotiation may be available for those candidates who are new to Federal service. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized. Responsibilities Perform site assessments, including assigned resources, processes, and training gaps, etc. for assigned programs. Manage projects in support of the development and continuous improvement of the DHA FOIA program and performs a variety of tasks including planning, scheduling and conducting studies. Consult with program offices, regional offices (e.g. Networks, DHA Components etc.) Military Treatment Facilities (MTFs) and FOIA/PA area managers to gather necessary information or documents. Responsible for interpreting DOD, DOJ and OMB and related FOIA and PA policies, regulations, directives, and instructions, to plan, develop, direct, and execute any Agency subordinate organization policies and procedural rules. Assist in management of the FOIA Program for the DHA FOIA Office and collaborate with the Agency's OGC to resolve issues arising from the Act. Maintain FOIAXpress control system to track status of all FOIA/PA requests. Provide analytic/evaluative services to support the Freedom of Information Act (FOIA) and Privacy Act (PA) programs and operations for FOIA and Privacy Act laws/regulations/policies, FOIA litigation/appeals, FOIA disclosures, compliance and training. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes processing Freedom of Information Act (FOIA)/Privacy Act (PA) requests using FOIAXpress; analyzing the input provided and, as allowed by law, determine whether the materials may be released or redact portions of the materials; assisting in the preparation of quarterly reports to provide input for the Annual report; and managing project plans to develop continuous improvement process for the program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
