Management and Program Analyst
Summary This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction Office (CWMD). CWMD's mission is to develop strategies to protect the country from threats. The primary purpose of this position is to assess program effectiveness or the improvement of program and management processes and systems or issues that affect critical aspects of the major programs. Non-BU: This is a non-bargaining unit position. Responsibilities As a Management and Program Analyst, GS-0343-14, your typical work assignments may include: Assesses program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major Provide hands on leadership of the Staffing and Recruitment efforts of CWMD and the work of the recruitment and staffing requirements. Serve as a technical expert, providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods Researches, analyzes, and provides expert technical advice and assistance on complex program issues, such as issues or problems which impact substantive, mission-oriented programs. Requirements Conditions of Employment Qualifications Specialized Experience You qualify for the GS-14 grade level if you possess one (1) year of specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Developing public policies and/or programs. Developing criteria for evaluating the effectiveness of programs. Formulating decisions that significantly change public policies and/or programs. Implementing programs involving agency resources or that require changes to established procedures. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
