Visit www.cdc.gov Responsibilities As a Management and Program Analyst you will: Assist the Divisions/Laboratories/Office (DLO) management staff with planning, coordinating, and executing the administrative and management duties and responsibilities. Provide advice to support staff on general administrative functions in one or more areas such as human resources, acquisition, budget, administrative processes and procedures, etc. Develop strategies and methods to improve office operations and serves as liaison to other administrative staff for extensive organizational requirements. Identify routine problems and challenges facing the program; proposes possible courses of action for resolving them; draws tentative conclusions based on relevant facts; and proposes solutions to management Requirements Conditions of Employment Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ: US Citizenship required. Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov). May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared. CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). E-Verify helps employers determine employment eligibility of new hires and the validity of their Social Security numbers. Direct deposit is required. One-year probationary period may be required. This position may be subject to a Collective Bargaining Agreement. Time in grade (TIG) must be met within 30 days of the closing date of the announcement. This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. Qualifications All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: For the GS-07 To qualify at the GS-07 grade level, you must have at least one year of specialized experience at or equivalent to the GS-05 grade level, which must include the following experience: providing advice to support staff on general administrative functions in one or more areas such as human resources, acquisition, budget, administrative processes, and procedures, etc. OR Have successfully completed one (1) full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Have a combination of specialized experience as described above and graduate education that together meets 100% of the qualification requirements for this position. For the GS-09 To qualify at the GS-09 grade level, you must have at least one year of specialized experience at or equivalent to the GS-07 grade level, which must include the following experience: identifying problems, studying, analyzing, evaluating administrative practices and/or methods and making recommendations concerning the efficiency and productivity of operations in different components of an organization. OR Have a master's or equivalent graduate degree or 2 full years of progressively higher-level education leading to such a degree OR LLB, or J.D. if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Have a combination of graduate level education and experience that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
