Summary The primary purpose of this position is to serves as the Functional Capability Board Management and Requirements Analyst for the Requirements & Capabilities Branch, Analysis and Requirements Division of the CCJ8 Directorate of United States Central Command (USCENTCOM), Serve as lead FCB coordinator and for Requirements and Capabilities programming. Responsibilities Management Analyst, facilitator, coordinator and integrator of USCENTCOM Functional Capability Board (FCB) Working Groups (WGs), ensuring the USCENTCOM actions mirror the procedures of the Joint Staff FCBs in accordance with the CJCSI 3137.01, (The Functional Capabilities Board Process) and CJCSI 3170.01 (Joint Capabilities Integration and Development System (JCIDS). Plans, organizes, manages, and tasks USCENTCOM's Functional Capability Board - Working Groups (FCB WGs) IAW CJCSI 3137.01D and all products, effects, and output is regulatory and statutorily correct IA W the applicable CJCSl's. Prepares, develops, and coordinates USCENTCOM Commander's inputs for Chairman's Program Assessment (CPA), Chairman's Program Recommendation (CPR), and Guidance for Development of the Forces (GDF), Joint Programming Guidance (JPG), Quadrennial Defense Review (QDR), and Joint Vision. Perform analytic research, analysis, and assessments and programs for USCENTCOM's near and long-term Operational Requirements and Capabilities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of Joint and Combined operations doctrine, tactics, techniques, and procedures required for developing, coordinating, and implementing strategy, future Plans, and operations related to USCENTCOM Theater missions. Expert knowledge of mission, organization and interrelationships of Department of Defense, joint staff, and interagency working groups as well as USCENTCOM operations and other government agencies/activities. Detailed knowledge of national policies and doctrine concerning USCENTCOM's unit operations and other government agencies/activities in order to develop, coordinate, and implement operational plans and policies for the Command. In-depth knowledge of USCENTCOM operational units and other government agencies/activities, and how to integrate these units into the USCENTCOM Operational and Contingency plans. Thorough knowledge of Department of Defense e.g., National Security Council; Planning Programming and Budgeting System (PPBS); Joint Strategic Planning System (JSCP); Unified Command Plan (UCP). This expertise is required to formulate operational future plans and strategy that is compatible with DOD; to integrate USCENTCOM Operations into theater combatant plans; and integrate future force operational requirements into the planning cycle. Knowledge and experience with joint military operations to include USCENTCOM operations conducted in joint, combined, unilateral and interagency environments. Ability to explain, advocate, and negotiate with individual and groups from the joint and interagency communities is essential. Ability to develop and nurture an extensive professional network with other agencies. Thorough knowledge of JCS publications such as the Joint Strategic Capabilities Plan and Unified Command Plans to formulate strategy; develop future plans; design command relationships and integrate USCENTCOM operations capabilities into worldwide future plans and operations. Expert knowledge of U.S. National military strategy and ability to develop and integrate USCENTCOM unit strategy, plans and operations in support of US National Security interests. Firsthand knowledge and experience with Joint Chiefs of Staff (JCS) for coordination and execution of planning and operations, including sensitive mission unit planning and operations, deliberate and emergency deployment scenarios, concepts, and integrate strategic, operational, and tactical levels of participation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods to recognize and analyze problems, conduct research, summarize results, make appropriate recommendations and manage complex projects. 2. Knowledge of Functional Capability Boards (FCBs) and their intent in CJCSI 3137.0ID (The Functional Capability Board Process). 3. Knowledge of the Department of Defense (DoD) JCIDs processes - CJCSI 3170.0lG, Joint Capabilities Integration System (JCIDS), CJCSI 3000.1, Capabilities Based Planning (CBP), CJCSI 5123.01 Joint Requirements Oversight Council (JROC) CJCSI 8500 Series Planning Programming, Budgeting and Execution System (PPBES). 4. Knowledge of USCENTCOM, USCENTCOM's Components, and both these organizations goals, resources, objectives, functions and programs. 5. Knowledge of the Joint Staff and OSD roles, functions, and responsibilities relating to USCENTCOM's mission. Knowledge Title X (Services) role, functions, and responsibilities relevant to USCENTCOM's mission and the ability to stratify resources against approved programs, to plan, present and executes budgets, to analyze resource impacts on programs, and to forecast long-term resource requirements. 6. Ability to communicate orally and in writing and to develop and present presentations and reports for Senior USCENTCOM JS, and OSD executives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
