Management and Program Analyst
Summary This position is with the U.S. Department of Labor, Occupational Safety & Health Administration (OSHA), within the Directorate of Enforcement Programs (DEP). This position is in the National Office located in Washington, D.C. This position is at the full performance level. This position is outside the bargaining unit. Selectee will be expected to report to the office listed above. Current DOL policy requires on-site work at least 5 days per pay period. Responsibilities Duties for the GS-0343-14 Management and Program Analyst include but are not limited to the following: Serve as the recognized expert, project lead, and point of contact for OSHA's Statement of Interest process. Track and evaluate DEP current commitments, project and responsibilities. Examine level of effort, manpower, time, associated with directorate projects and programs. Analyze activities and efforts for effectiveness in meeting and alignment with strategic goals and objectives. Identify shortfalls, gaps, and programs and functions that are underperforming and/or in need of improvement. Make projections on resources, operating budget, and operations to determine requirements for maintaining and sustaining current work efforts. Coordinate the review, approval, and posting of letters of interpretation, directives, and other enforcement policies. Responsible for special projects as assigned, including working directly with field personnel for qualitative data gathering in the form of work groups, surveys, or listening sessions as required. Monitor directorate-wide priority projects, programs, and initiatives. Ensure program goals and objectives are met. Identify possible conflicting goals, objectives, milestones, priorities. Make recommendations to office managers to resolve conflicts, gaps, and shortfalls. Track and document progress and identify barriers that impact adherence to plans or deliverables. Develop road maps and define courses of actions for meeting DEP goals and objectives. Directorate lead for developing the DEP operating plan that identifies milestones, deadlines, and deliverables for the Directorate as a whole. Work with DEP Director, Deputy Directors, office directors, and other key staff to establish goals and objectives, action items, and set expectations and criteria for task deliverables. In the brief absence of an office director, the incumbent may serve in an acting role. Serve as a technical expert/senior project manager for all OIG and GAO investigations, inquires and reports. Provide oversight and recommendation for Congressional budget development and execution, office policies, operations, statutory and regulatory compliance, review of legislative proposals specific to DEP. Requirements Conditions of Employment Qualifications Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13. Qualifying specialized experience for the GS-14 includes: providing technical advice, specializing in: agency policies and standard business procedure and best practices for development and management of strategic plans; business process engineering, project management, and management and business analysis to create and manage projects, establishing performance criteria; advising senior management, developing strategic road maps, supporting continuous quality improvement efforts; identifying key recurring business functions, programs, business rules, transactions, information exchange requirements, deliverables, and operational requirements for each office activity; and establishing metrics for each requirement (overall criteria for success, Measures of Performance, Measures of Success). *A writing sample may be required.
