Management and Program Analyst
Summary The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. For information about our bureau go to: http://www.boem.gov/ Responsibilities This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs in Sterling, Virginia. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Serve as the senior renewable energy programs analyst and subject matter expert for business information systems analysis for OREP. Partner with cross-functional units to build solutions that support and improve the decision-making process, Analyze the feasibility of, and development requirements for, new business systems and enhancements to existing systems; ensure that system design fits the need of the users. 2. Work independently at both Bureau and Program levels with managers, engineers, scientists, and other professionals to identify and develop business requirements and data models to promote the business need. As OREP's liaison, works in close cooperation with personnel from other organizations. 3. Lead the development of OREP IT policies, regulations, and guidelines, at both the Bureau and Departmental level as well as for external users. Execute daily functions required for efficient operation of multiple hardware, software, and OREP databases. 4. Lead the development and maintenance of custom applications and interfaces, often connecting to data sources outside of the renewable energy programs' database, to allow users to capture and use data that will be required on a recurring basis. Custom applications include menu systems, input screens, reports, and other automated database manipulation functions written in a scripting language. 5. Manage the development of requirements for new applications and preparing statements of work for new application development contracts. Provide oversight to deliver software solutions and services for centralized systems employed program-wide. 6. Lead and monitor project sprint plans, project schedules and other related documentation; coordinate tasks among the team members; organize and participate in stakeholder meetings; track and follow up on important actions and decisions. Ensure that project schedules and requirements are established and tracked on a regular basis. The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the incumbent may be allowed to telework a set number of days per pay period subject to supervisory approval. Salary Information GS-14: $142,488.00 to $185,234.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. See http://www.sss.gov/. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the specialized experience for the series to which you are applying. Contracting Officer Level 2 certification preferred but not required. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience analyzing the feasibility of and developing IT requirements for new business systems and enhancements to existing systems. 2. Experience identifying and developing IT business requirements and data models to promote business need. 3. Experience leading the development of information technology policies, regulations, and guidelines. 4. Experience using custom applications such as menu systems, input screens, reports, and other automated database manipulation functions written in a scripting language. 5. Experience utilizing a low code programming language to automate business processes. MUST MEET FOUR OUT OF FIVE OF THE ABOVE STATEMENTS.
