Management and Program Analyst
Summary This position is located in the Government Accountability Office (GAO), Office of Human Capital. As a Management and Program Analyst, you will be responsible for managing, leading, and administering complex administrative programs and projects directly impacting the effectiveness and efficiency of GAO operations. Responsibilities This position is responsible for leading GAO's recruiting relationships and actively participating in other projects, as needed. This position includes liaising with GAO recruiters, partner schools, and other external entities, and ensuring efforts align with GAO's strategic plan and workforce needs. As a Management and Program Analyst, PT, 0343, 4, your typical work assignments may include the following: Serves as the lead in developing strategies for planning and developing major GAO programs. Participates in the development and documentation of long and short-range planning/ policy efforts. Reviews long and short range plans, resource projections, priorities and justifications. Makes recommendations regarding planning efforts and advises on the impact of efforts. Formulates, recommends and implements plans to improve program policies, practices, methods, and organizational structure. Coordinates requirements among organizational units in the formative stages of programs initiation, project design, project implementation and management of on-going programs. Translates management goals and objectives into effective operations and establishes control systems and progress reporting requirements that monitor program priorities in order to evaluate progress and results. Adjusts progress schedules and priorities to meet new requirements or unforeseen situations. Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to long -range planning. Identifies and proposes solutions to management problems which are of major importance to planning program direction. Provides authoritative findings, guidance and recommendations on GAO-wide programs. Researches, analyzes and provides expert advice and assistance on complex program issues, such as issues or problems which impact major agency wide programs. Recommendations may pertain to complex conclusions from evaluative studies, interrelated issues concerned with cross-cutting or conflicting goals; budget constraints as they relate to cost benefit analysis. Prepares and contributes to reports and other presentations on program planning, programs, and evaluation. Serves as a consultant/expert on the most challenging program management issues. Provides advice and guidance on undefined issues and elements for programs essential to GAO's mission. Requirements Conditions of Employment You must meet all qualification requirements before the announcement closes. Qualifications You may qualify at the PT-IV level, if you fulfill the following qualification requirement: Applicants must have at least one year (52 weeks) of specialized experience at the next lower band level, equivalent to the PT-III, PE-IIB, CS-III, MS-I level, or GS-14 level in the federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience (1) working with a range of analytical and evaluative methods and techniques - qualitative and quantitative - sufficient to accomplish complex projects or studies broad in scope and magnitude; (2) evaluating the effectiveness of programs to recommend improvements based on evaluation results; and (3) using management principles and processes to perform program or project management duties to effectively coordinate and integrate program or project objectives and recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have a positive education requirement.
