The primary purpose of this position is: to lead the overall True North (TN) program for the installation. Responsible for execution, integration, communication, reporting, analysis/evaluation, and Community Action Team/Community Action Board (CAT/CAB) support. Responsibilities Coordinates implementation and manages execution and evaluation of wing programs pertaining to TN. Serves as program manager on TN initiatives. Serves as TN Contracting Officer Representative (COR). Promotes the resilience of assigned Airmen and family through management of wing TN initiatives. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes 1) Assisting program managers in communicating with heads of organizational elements to negotiate and coordinate supporting services and resources. 2) Assisting higher-graded officials in coordinating fiscal planning and drafting programming documents to support program development. 3) Monitoring data collection tools and assisting in the preparation of reports, staffing packages, point papers, and program summaries to support the program. 4) Assisting supervisor in coordinating with higher-level staff personnel and organizational technical representatives assigned responsibilities for embedded program contractors on all issues related to effectively implementing the program contract. 5) Assisting in the collection and sharing of analyzed data with others responsible for planning and developing community action plans. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of a Management and Program Analyst. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes 1) Assisting program managers for True North, or similar programs, initiatives addressing shortfalls with existing resources for the organizations population in order to more effectively enhance the well-being and resilience of the population and decrease negative outcomes such as interpersonal and self-directed violence. 2) Recommending program objectives that operationalize contracted and embedded mental health providers. 3) Recommending local guidance on ways to deal with/respond to various issues or controversial problems. 4) Assisting supervisor in measuring established program performance standards and objectives, customer relations and satisfaction, personnel utilization, and cost limitations. 5) Assist in identifying the internal and external politics that affect the work of the organization, develop networks, and build alliances to gain cooperation, obtain information, and/or accomplish program goals. 6) Assisting the project lead to manage, facilitate, and conduct process improvement projects, strategic planning alignment, and consultant management capabilities to improve mission effectiveness, resource efficiency, and resource savings FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of pertinent laws, regulations, policies, guidance and precedents which affect the use of program and related support resources in the areas of TN as well as the major issues, program goals and objectives, work processes, and administrative operations of an installation in order to effectively manage program execution. Knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions. Basic knowledge of behavioral, social, and economic factors affecting active duty military workforce and their families in order to provide guidance and feedback for program implementation, execution, and evaluation. Ability to understand social services delivery systems to ensure effective program management and communication. Ability to effectively engage and partner with working groups and teams to collaborate across the installation and off-base community for the purpose of maximizing TN effectiveness. Ability to communicate effectively both orally and in writing to maintain good working relations and ensure effective TN program implementation, execution, and evaluation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
