MANAGEMENT AND PROGRAM ANALYST
Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST for the Director of Clinical Operations, Policy and Standards (N10) of BUREAU OF MEDICINE AND SURGERY. Responsibilities You will serve as a subject matter expert in the objectives of management and mission of the Directorate. You will aid leadership and staff members in accomplishing project work involved with the Navy Medicine's mission and responsibilities. You will hold responsibility for providing advice, assistance, and coordination of the full range of administrative management functions. You will review, interpret, and provide recommendations for the revision of regulatory guidelines, policies, memorandums of agreement, support agreements, and standard operating procedures pertinent to programs. You will conduct analysis and provide advice and assistance to the directorate’s resource needs and resource allocation. You will develop budget estimates and justifications to meet directorate resource requirements and maintain supply and equipment inventory lists. You will coordinate with facilities staff to ensure the directorate’s work environment and facilities are suitable for business operations. You will assure staff required annual training completion meets or exceeds regulation requirements in accordance with the annual training plan. You will perform workload surveillance and clerical work performed throughout the code and develop recommendations changing administrative systems. You will keep management advised on personnel allocations, employment ceilings, vacant positions, and status of recruitments and advise all directorate staff on administrative systems process initiatives. You will handle scheduling of meetings for the N-code Director, resolve calendar conflicts, receive and screen incoming telephone calls, schedule conferences and make appointments, and plan and develop Director and Staff travel agenda/plans. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying analytical and evaluative methods and techniques to evaluate program operations; Experience reviewing, interpreting, and providing recommendations for the revision of regulatory guidelines, policies, memorandums of agreement, support agreements, and standard operating procedures pertinent to programs; Experience applying administrative and management principles, concepts, policies, and practices (related to, but not limited to, personnel, training, budgeting, correspondence, logistics, record management, and travel) and providing advice, assistance, and coordination of the full range of administrative functions in support of the development and execution of program goals and objectives; and Experience conducting analysis' and developing budget estimates and justifications to meet resource requirements.
