Responsibilities
The Management and Program Analysts will support the Office of Foreign Assistance by assisting with all data and reporting responsibilities associated with funds related to the current and future crises around the world and the impacts of it globally. The consultant will assist the overall F effort by carrying out activities such as Major Duties and Responsibilities:
Analyzing and reviewing relevant legislation, including internal and congressional reports and deadlines and restrictions to assess its relevance to the crisis and its impact globally.
Drafting Congressional Reports, Requests for Information (RFI), Questions and Answers, Talking Points, and other information requested by the Administration and Congress or necessary for congressional engagements related to the crisis and its impact globally.
Tracking Congressional reporting requirements related to the crises and its impact globally, liaising with State and USAID bureaus to ensure reporting requirements are met and other requests fulfilled.
Tracking press inquiries and requests, collating information, and responses, and liaising with State and USAID bureaus to ensure data is cleared for public release.
Drafting funding approval memo packages as well as reprogramming approval memo packages.
Tracking relevant funding in areas such as funds requested, appropriated, allocated, obligated, and expended for the purposes of meeting reporting requirements and supporting policy makers.
Drafting, collating, and collecting all reports of outcomes from relevant appropriated supplemental funds from within the Department and interagency.
Reviewing relevant Operational Plans, Funding Memos, and other strategic planning documentation and making recommendations as necessary.
Collating existing relevant foreign assistance data.
Researching inconsistencies in data to harmonize information to tell a consistent story.
Working with senior leaders on impactful messaging products for high-level discussions.
Working with IT and other staff building tracking and reporting systems and associated activities of the State, USAID, GAO, and other Congressional oversight bodies.
Supporting coordination with the Department’s Bureau of European Affairs, Bureau of Political-Military Affairs, Bureau of Global Public Affairs, Office of Inspector General, USAID’s Office of Management and Budget, State and USAID Office of Inspector General, etc. Supporting the creation of consolidated policy, plans, budget, and implementation mechanisms to provide leadership, coordination, and guidance to maximize the impact of US foreign assistance resources.
Qualifications
The position requires a bachelor’s degrees; master’s preferred in accounting, finance, international relations, political science, business or public administration, or a related field and/or 2-5 years’ experience.
Experience working with the Department of State, USAID, or Congress
Ability to solve problems and encourage consistent, solid performance.
English language (written and spoken) communications skills.
Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, deliver on deadline, and work well in a multi-cultural team environment.
Strong organizational, communication, interpersonal, and computer skills.
Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.
Experience in international relations/foreign policy, foreign assistance budgeting, financial management, or program management, social science, or other related fields. European/East European affairs, congressional affairs, fragile states, political transitions, conflict prevention, political risk assessment, political economic analysis, state building, or foreign assistance financial or program management preferred.
Active Secret or above Clearance.
Pay Range
105,000 - 110,000
