Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as the Management and Program Analyst (Talent Management) with the US Army Personnel Operations Group, USA Talent Innovation & Assessment Group, Talent Innovation Development Element, Arlington, VA. Responsibilities Investigate industry best practice, develop appropriate research plans, gather data, conduct data analysis, review, test/pilot initiatives, implement, and innovate talent management practices in support of the Army’s Human Capital Enterprise (HCE). Manage talent management initiative development efforts, facilitate policy, organizational, and process changes. Provide guidance and leadership to junior Program Analysts working within the USATIAG, managing projects and overseeing team data collection, trend analysis, initiative development, text/document and briefing/presentation development. Prepare reports, briefings, and other communications material (e.g. white papers, analytical documents, emails, executive summaries). Liaise and work with sister service and designated foreign representatives on projects pertinent to the acquisition, development, assessment, employment, incentivization, and retention of talent. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: One year of specialized experience which includes working with complex organizations assessing and implementing talent management initiatives; applying a variety of qualitative and quantitative methods to assess organizational changes/business processes and improve talent management initiatives; and preparing reports, briefings, and other communications material. This definition of specialized experience is typical of work performed the next lower grade/level position in the federal service GS-11 Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
