JOB TITLE: Management A ssociate Trainee ( Development) AGENCY: Construction & Development DEPT/DIV: Development / Program Oversight REPORTS TO: Manager Project Development WORK LOCATION: 2 Broadway HOURS OF WORK: 8:30 AM to 5:00 AM or as required (7.5HR/DAY) COMPENSATION: $ 74,624 DEADLINE: Open Until Filled S ummary C&D ' s Development Department defines, packages, and optimizes the MTA ' s capital program and projects. The team works collaboratively with C&D Planning, Delivery, Contracts, Financial Operations, and the MTA ' s operating agencies to prioritize needs, determine scope requirements, develop project bundling and coordination strategies, and tailor contracting methods to deliver projects most efficiently and cost-effectively . The D evelopment Team also leads the creation of the 5-Year Capital Plan, manages the MTA ' s capital funding envelope, plans and coordinates the use of agency construction support resources (track access, work equipment, etc.), evaluates and reports on the performance of the capital program, and proposes alternative means and methods of project delivery. D evelopment is comprised of seven units working to manage the Capital Program strategically : Program Controls and Scope Optimization & Risk teams provide technical support on cost, schedule, and technical matters to help optimize projects, particularly in the pre-award phase. Owner Support Resources team coordinates operating agency support resources for C&D projects, including scheduling track outages, facilitating work train and construction flagger requests, and coordinating across projects to minimize impacts to customers. The Incumbent in this position will be assigned to one or more of the following areas: Owner Support Resources Program Oversight Program Controls Railroad Project Development Transit Project Development Scope Optimization & Risk Responsibilities Support management and contribute to a variety of challenging project s that involve finance, budget, estimating, scheduling, developing and planning transit, railroad , and bridges and tunnels ' capital projects, facilitate with executing the 5-year and 20-year plan , coordinat e with internal s takeholders across six MTA Operating Agencies, as well as support and engage in collaboration efforts with external stakeholders such as local and state government entities , private , and public partnerships . Participate in site visits and fieldwork at various transportation facilities and infrastructure of the MTA operating agencies, including active construction sites. Depending upon the assignment , the I ncumbent may work various shifts/days to participate in all aspects of the organization . Perform other duties as assigned. Education and Experience A bachelor's degree in Business Administration, Architecture/Engineering, Accounting, Finance, Public Administration or Public Policy, City or Urban planning, Transportation, or a related field. Competencies: Self-motivated and detail-oriented . Ability to work effectively in a fast-paced environment with all levels of management and team members. Passion for improving New York's public transit system. Experience with project planning, scheduling, b udgeting, and project administration. Strong presentation, written , and verbal communication skills . Possess quantitative, analytical, and problem-solving skills . Demonstrated organizational skills with attention to detail . Ability to interact with multiple stakeholders . Must have the ability to work both independently and within a team effectively . Must be willing to adhere to the policies, rules , and regulations of the agency . Proficient in MS Office Suite and other comparable PC applications . Working knowledge of PeopleSoft, Power BI, and/or project management applications i s preferred.
