Summary This position is located in the Office of Research and Development (ORD), Veterans Health Administration (VHA), Department of Veterans Affairs (VA) Central Office, and is based in Washington, D.C. The mission of the ORD research enterprise is optimizing scientific benefit to Veterans and the nation through VA research. Responsibilities The salary range listed on this announcement reflects the GS Salaries across the entire country for the grade levels being announced. Gives advice, counsel, and instruction to facility leadership regarding research management and activities. Ensures proper utilization of available resources to research programs. Leads meetings with teams to ensure adequate understanding of issues related to research. Develops guidelines, instructional materials and communicates to staff the contents of materials. Coordinates plans for growth of research programs. Develops effective risk management strategies for research program. Reviews programs to provide assistance in addressing issues. Coordinates resources in the assigned lower volume medical centers. Communicates with research programs regarding variety of policies and procedures including but not limited to changes in processes. Engages with research offices to problem solve in areas of budget and human resources management. Assists facilities in planning future activities impacting the research programs. Work Schedule: Monday - Friday, 08:00 am - 4:30pm Compressed/Flexible: Available. Telework: Available (applicant is required on site 50% of work schedule per pay period). Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. All applicants must meet the Selective Placement Factor requirement below: The Selective Placement Factor (SPF) for this position is: Experience evaluating ongoing work in research programs and proposing solutions to problems dealing with scientific management. Demonstration of extensive knowledge of research administration and management providing the necessary guidance and assistance required of the sites in the regions. In addition to the Selective Placement Factor, you MUST also meet the GS-14 specialized experience requirements. Examples of Specialized Experience include: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gives advice, counsel, and instruction to facility leadership regarding research management and activities. Reviews programs to provide assistance in addressing issues. Engages with research offices to problem solve in areas of budget and human resources management. Ensures proper utilization of available resources to research programs. Develops effective risk management strategies for research program. Note: Evidence of the Selective Placement Factor and Specialized Experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you possess the required Selective Placement Factor comparable to the required grade level. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
