The following are the duties of this position at the full working level. Develops innovative solutions meeting business objectives through leveraging SharePoint and/or associated software (i.e., Microsoft Power Apps, Microsoft Power Automate, Microsoft Power Business Intelligence (BI)). Independently completes complex SharePoint solutions with multiple workstreams requiring the use of all Power Platform customization products. Recommends future actions to implement effective administration by advising SB/SE customers on: general list and document library functionality, creating and modifying views, use and maintenance of site permissions, impact and practical uses of breaking permission inheritance, column types, site page best practices, navigation use and options, version/versioning settings, subsite use, site features, retrieval and purging of user and administrator recycle bins, accessibility (i.e., Section 508) assistance and direction, records management (i.e., National Archives and Records (NARA)) adherence settings, report options, excess content review and resolution methods for optimal site storage and quota needs, and administrator reports. Identifies and develops ways to resolve or address SharePoint and related system issues, which directly affect the accomplishment of principal program goals and objectives, related to: customer administrative challenges (such as customization options, changes to established SharePoint or related system content or processes, streamlining time consuming administrative tasks) team coordination and complex project efforts, SB/SE governance processes and procedures; and Servicewide settings, tools and requirements (such as system limitations/updates, functionality challenges, records or privacy policy requirements). Serves as liaison between SB/SE and other business unit SharePoint contacts as required (such as Privacy, Governmental Liaison and Disclosure (PGLD) on sensitive information site activities, policies, and clarification and Information Technology (IT) SharePoint administrators on site establishment, modification, disposition, and other needs. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Specialized experience for this position must include at least 4 of the following: Utilizes SharePoint site content owner (SCO) and/or site collection administrator (SCA) level techniques; works with administrative laws, policies, regulations, and precedents to prepare recommendations affecting program execution and to evaluate and perform fact-finding regarding customer SharePoint and related system issues; serves as an advisor and designer of SharePoint solutions that meet individual customer circumstances, expertise, and goals; translates business requirements into actionable projects with support of senior analysts; identifies and develops ways to resolve or address SharePoint and related system issues, using Microsoft Power Apps and/or Microsoft Power Automate workflows which directly affect the accomplishment of principal program goals and objectives to improve operation processes; prepares customer oral/written communications for training, announcements, and/or updates to a wide Sharepoint community audience. OR You may qualify based on education as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three full years of progressively higher-level graduate education leading to a Ph.D. degree in a related field of study. OR LL.M., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position must include at least 4 of the following: Utilizes SharePoint site content owner (SCO) and/or site collection administrator (SCA) level techniques, including customized solutions within SharePoint and/or related products (i.e., Microsoft Power Apps, Microsoft Power Automate, Microsoft Power Business Intelligence (BI)); Experience applying administrative laws, policies, regulations, and precedents to prepare recommendations affecting program execution and to evaluate and perform fact-finding regarding customer SharePoint and related system issues; Experience as a subject matter expert to interpret and analyze guidance on program planning, execution, and evaluation of functional program areas; Resolves customer administrative challenges, team project coordination challenges, and/or Servicewide functionality challenges; Collaborates on research and investigation of new or improved business and management practices for application to operating and administrative programs SharePoint and related system programs (i.e., M365 Power Platform, customer training presentations, proposals for expanded role permissions/privileges, etc.); Prepares draft directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines and recommendations (i.e., Governance Documents, Communications emails, proposals for IT system addons considerations, etc.). SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position must include at least 5 of the following: Utilizes SharePoint site content owner (SCO) and/or site collection administrator (SCA) level techniques, including customized solutions within SharePoint and/or related products (i.e., Microsoft Power Apps, Microsoft Power Automate, Microsoft Power Business Intelligence (BI)); experience as a subject matter expert for SharePoint administration responsible for interpreting and analyzing guidance on program planning, execution, and evaluation for various functional program areas; utilizes qualitative and/or quantitative methods to design and conduct comprehensive studies and projects and to assess and improve program effectiveness or complex management processes and systems; experience with management tools and techniques to plan, schedule, implement, closeout, and evaluate short- and long-term projects; develops improvement for the accuracy, adequacy, timeliness, and validity of data and systems for disseminating information about the agency's SharePoint and related system programs and work force to managers or management officials; experience with oral communication techniques to present findings, deliver briefings, help others in understanding, accepting findings and recommendations, and negotiate solutions to disputed recommendations; utilizes written communication techniques to prepare project papers, staff reports, manuals, and directives. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Day Shift - Monday - Friday: Start and stop times between 6:00 a.m. and 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available. Relocation expenses - None Temporary Promotion, NTE 1 year - May be extended (MBE) up to 5 years in increments of 1 year. May be made permanent (MBMP) without further competition. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
