Manager, Behavioral Health

Summary

The Manager for Behavioral Health Services is responsible for and performs line management functions for the Behavioral Health department and other areas as assigned.  Demonstrates responsibility for the overall fiscal management of the department, conducts and manages performance improvement activities, develops and monitors departmental policies and procedures, acts as a Chief Retention Officer, and performs human resource functions. Provides leadership aligned with Peake of Care and Operational Excellence principles and the organizational mission, vision, and values.

The Manager for Behavioral Health Services ensures care for the behavioral health population of Chesapeake Regional Healthcare (CRH) and manages the overall wellness of CRH patients and employees by effectively integrating behavioral health processes across the continuum of care. This position must work cooperatively with multidisciplinary care teams including but not limited to: nursing, physicians, care management, risk management, security and outside agencies while functioning with professional autonomy. This position requires the ability to develop and lead projects, implement process improvements, assist with clinical needs, multitask, analyze data, assess for future service opportunities, and develop community partnerships.

Essential Duties and Responsibilities

The duties and responsibilities described below represent the general tasks performed on a daily basis; other tasks may be assigned.

Financial Management Prepares yearly operating and capital budgets based upon departmental initiatives, projected volumes and benchmarked staffing standards. Controls the financial performance and productivity of assigned departments to meet budget. Manages personnel scheduling according to budget, volume, and patient acuity. Identifies and explains monthly budget variances. Develops and implements cost reduction and revenue initiatives within the department. Monitors department payroll to assure adherence to policies by staff and eliminates unnecessary overtime. Patient Care Management Creates a culture of service and quality excellence that ensures patient and family satisfaction, optimal patient outcomes, and patient and staff safety. Oversees the assessment, disposition, consultation, and documentation for behavioral health patients.  Assist with petitioning, placement as needed.  Responds to needs of the hospital, its physicians and other clinical staff regarding behavioral health issues.  Utilizes patient rounding to ensure that care standards are being met and analyzes patient care needs to guide staffing decisions.  Develops, implements, and monitors unit quality improvement plans. Establishes collaborative relationships with physicians, other disciplines, outside partners, and other leaders to achieve clinical practice outcomes. Recommends and implements changes in clinical practice or process based on clinical findings, multidisciplinary recommendations and evidence-based practice. Human Resource Management Manages human resource functions according to organizational policy and procedure. Recruits, selects, and retains qualified staff whose performance and values demonstrate the goals of the team.  Encourages, maximizes, and provides opportunities for staff development. Formulates and implements strategies for professional advancement and retention. Recognizes staff for performance excellence and effectively evaluates and coaches staff with areas of needed development.  Fosters a work environment that is conducive to cooperation, teamwork and encourages communication. Demonstrates effective problem-solving, conflict resolution, and negotiating skills. Manages stress, conflicting priorities, time management, and the effective use of meetings both within and outside of the department. Demonstrates constructive and effective relationships with staff, peers, and customers. Leadership Demonstrates clinical competency and remains current in professional area of practice. Creates and oversees education programs to meet the needs of behavioral health patients and caregivers. Utilizes behavioral health expertise to support employee wellness programming in collaboration with Workforce Health. Monitors regional, state, national mental health policy and regulatory standards to assist with strategic planning and responsiveness to community mental health needs. Works collaboratively with regional and state partners and serves as a CRH representative for behavioral health issues that impact CRMC and community. Advises and collaborates to maintain departmental and organizational regulatory compliance. Models and encourages high standards of courtesy, honesty, integrity, trust, openness, and respect for others.   

Supervisory Responsibilities

Reports to:  Associate Chief Nursing Officer

Supervises: Department staff

Responsibilities: Management of department performance and personnel

Education, Experience, License & Certification

Minimum Required Education: Master’s degree in psychology, social work, counseling, or a related field from an accredited college or university.

Minimum Required Experience: Minimum three years work experience in behavioral health assessment and treatment; must have a good working knowledge of mental health treatment, resources, assessment, referral, and civil mental health procedures in the Commonwealth of Virginia.

Preferred Experience: Leadership experience in inpatient and outpatient behavioral health settings.

Required License: Current license to practice in Virginia as Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or equivalent.

Required certification: American Heart Association BLS Certification required within 90 days of hire.
